SATA Units basically consist of UAVs and Target Acquisition Equipments. They help in identifying targets for other Artillery Units to fire upon.

Focus China: Strike corps plan back on drawing board

==

The UPA government has sent back the army's 2011 proposal for raising a new mountain strike corps at Pannagarh in West Bengal to the Chiefs of Staff Committee (COSC) this month in order to bring the navy and air force on board and broad base its military capability against China.

The three armed forces chiefs will deliberate on the plan in their next meeting after adding hardware requirements of the air force and navy too in a bid to synergise future operations.

Top official sources said once the three chiefs decide on their specific individual requirements to strengthen the northern borders and deployment in the Indian Ocean, the new proposal will be sent to the Cabinet Committee on Security after due whetting of the defence ministry.

As first reported by HT last August, the army had moved an ambitious proposal to raise a strike corps with two divisions (total of 60,000 men) against China at Pannagarh, position two armoured regiments at Nathu La in Sikkim and Fukche in Ladakh respectively, and deploy an additional infantry brigade to Barahoti plains in Uttarakhand. After being cleared by the defence ministry last year, the proposal was sent to the finance ministry, followed by the CCS, for approval.

The decision to send back the COSC plan came after the country's security managers felt all three services needed to muscle up against the rising military capability of the northern neighbour, and not just the army. The move also came after the navy and air force raised concerns over preferential treatment to army modernisation by the government.

"We have asked the three chiefs to discuss among themselves their hardware requirements within the designated modernisation budget, and come up with a wholesome proposal," said a senior official.

Apart from the army, the air force and navy will also be sending proposals to the COSC before the final view is taken on what new air and naval assets, including helicopters for advance landing grounds and warships for longer reach into Indian Ocean, will be required.

However, given the speed at which China is building its military capacities, defence minister AK Antony has said if the tri-service proposal is not brought to the table soon, the ministry will intervene to allocate military resources within the budget.

^^^^According to the article, it's the Service chiefs and their teams who are creating the delay! Only God knows the truth!

(It seems there is a tug of war between various arms of the military or HT is at its best - at slandering the Armed forces?)

Disappointing

----

The plan to raise a new mountain strike corps for the China border in the eastern sector is now back to the drawing board. The government is learnt to have sent back the proposal, asking the three service chiefs to jointly come up with a plan involving all three forces.

The rethink has come almost a year after the government gave its in-principle clearance to set up the strike corps, which eventually took the shape of a CCS note that was awaiting finance approval. It was estimated that the new corps would cost about Rs 65,000 crore with fresh accretion of 89,000 soldiers and 400 officers.

The plan was forcefully piloted by former Army Chief Gen V K Singh, who had projected it as critical to launch a counter-offensive into Tibet in case of a "Kargil-type adventure" by China.

Even then, questions were raised on whether this step would end up being more provocative than effective in the long run. But the Army had cited China's overall aggressive military build-up and intelligence that Beijing was rehearsing plans for a local military offensive by way of specific exercises in and around the Tibet Autonomous Region.

The Finance Ministry had raised questions on the longevity of the China threat. While the expectation was that the government would push this into the new 2012-13 financial year, sources said, there has been a sudden rethink at the highest levels.

Insiders clarified that the government has not gone back on developing a credible preparedness level against China's rapidly expanding military profile on the borders, but it does want a relook at the strategy from all possible sides. For this purpose, sources said, it was felt that the Chiefs of Staff Committee comprising the three service chiefs was the right forum to take a fresh look and suggest a comprehensive plan.

Another provocation for returning the proposal was that the government did not want the Army, Navy and Air Force to send separate proposals on countering China. It is learnt that the government felt there was a need for more coordination.

The new strike corps was to come up Panagarh, West Bengal, along with two more divisions. An independent armoured brigade along with an artillery division were to be part of the set-up. Already, two divisions are being raised in the eastern theatre along with the newly-created Arunachal Scouts battalions.

Since when have the bean counters started taking strategic decisions for the country?

Further some more slandering the former COAS from IE

COMMAND PERFORMANCE :
ONE of the reasons that weighed on the government while returning the proposal for setting up a strike corps in the East wasthe initial note by the then Army Chief Gen V K Singh. It now turns out that he wanted the new corps to be kept under direct command of the Chief of Army Staff and outside the control of Eastern Command. This was struck down by the Defence Ministry itself, but it was enough to raise doubts in the minds of decision makers. Subsequent developments involving the former Army Chief cemented the view that this proposal needed a fresh relook.

They have trown the Army proposals to Navy and IAF who always complain of the larger share of IA in the budget, so why should they approve it. They would want the govt to buy more aircrafts and ships and make more commission.

There is no commission in raising two divisions !

This is Civil Service version of Coup Theory which has so far been kept alive by the likes of Sekhar Gupta.

I think, Gen VK Singh proposal must have been in consonance with the idea of creation of "Strategic Command" so that this Corps could be utilised any where in the country. For example what if this corps is required to be employed in Ladakh rather than in the East. The Strategic command concept was widely published by the press last year.

That can only be done if this new Corps is kept out of the preview of Eastern Command.

7 M-58 160mm Mortar (2000) 2000 7
It is a wrong report that much only can I say...

you can ask the publisher to confirm it....

Indian Artillary does not seem to have any such phenomenal 2000 X 160 mm Soltams... probably they are referring to ammunition rather than mortars..

and Kargil was not in 2007...
