DRDO handed over a transfer of technology documents to Riot Labz for Advanced PPE Suit cooling device called SUMERU-PACS. The device was developed by its programme office. SUMERU-PACS is to be used inside PPE suit to provide cooling comfort for the wearer.

India to sign $2.5-billion contract for 56 transport planes for IAF
India will sign a $2.5-billion contract his year for the supply of 56 medium transport aircraft to the Indian Air Force to replace its fleet of aging Avro-748 planes, officials familiar with the development said on Tuesday.

Airbus Defence and Space and Tata Advanced Systems Limited (TASL) will jointly execute the project to equip the air force with 56 C-295 transport aircraft under the Make-in-India initiative in the aerospace sector.

Under the contract, Airbus will supply the first 16 aircraft in flyaway condition while the remaining 40 will be assembled in India by TASL, the officials said.

The procurement of 56 C-295 from Airbus with participation of an Indian production agency for the manufacture of 40 aircraft (out of total 56) in India is at financial approval stage and the contract is likely to be signed in the near future, the defence ministry said in its year-end review.

“The case is first of its kind which envisages participation of private companies and would prove to be a boost for our defence industry,” the ministry said.

While the C-295s are meant to replace the Avro-748 transport planes, the new aircraft will also be suitable for demanding roles that the AN-32 currently undertakes, as previously reported by Hindustan Times.

The Avro-748 entered service in the early 1960s and has been long due for replacement, said Air Vice Marshal Manmohan Bahadur (retd), additional director general, Centre for Air Power Studies.

“The replacement C-295 project has been in the works for the past eight years and has spawned a new term --- the Avro model --- in the acquisition field due the unique path adopted. Actually, there is an acquisition fatigue that has crept in, a state that needs to be broken by actually inducting the aircraft that is sorely required by the IAF. The C-295 would also be the natural replacement for AN-32s which too would be getting phased out soon,” Bahadur said.

The first 16 planes will be supplied in two years, and the deliveries of the 40 locally-assembled ones will be spread over an additional eight years. The aircraft can operate from short, unprepared airstrips and carry out a variety of missions in all-weather conditions.

The contract for buying 83 LCA Mk 1A aircraft for the IAF from Hindustan Aeronautics Limited (HAL) is also likely to be signed soon after approval by the Cabinet Committee on Security, the ministry said its review. Last March, the defence ministry gave a green light to the purchase of 83 advanced Tejas jets from HAL. The deal is expected to be worth Rs 38,000 crore.

The deal for the 83 Mk-1A jets will take the total number of Tejas variants ordered to 123.

The 40 LCAs already ordered by the IAF are in the initial operational clearance (IOC) and the more advanced final operational clearance (FOC) configurations. The LCA Mk-1A will come with additional improvements over the FOC aircraft, making it the most advanced Tejas variant so far.

The Mk-1A variant is expected to come with digital radar warning receivers, external self-protection jammer pods, active electronically scanned array radar, advanced beyond-visual-range missiles and significantly improved maintainability.

India is also likely to sign a deal with Israel for additional Harop (P-IV) loitering weapon systems in the first quarter of 2021, the year-end review said. The Harop is designed to locate and attack high-value targets with precision. The weapon (also known as a suicide drone) tracks the target, dives on to it and detonates the warhead on impact, according to its maker Israel Aerospace Industries.

The French offer to make the Panther choppers in India also works well with the government which has been looking to buy medium helicopters for the Indian Navy. The Airbus’ AS565 MBe is an all-weather, multi-role medium helicopter designed for operation from ship decks, offshore locations and land-based sites.

This is the problem with us!! We say France is phasing out panthers out of service, but we have remaind them that even the phased out Defence Hardware of western countries are more technologically advanced than what we already have. Even US is phasing out Apache Helicopters by the way!!!

Equipment Manufactured Under 'Make-In-India' Programme

‘Make in India’ initiative in defence sector is implemented through various policy initiatives which promotes indigenous design, development and manufacture of defence items. These initiatives, inter-alia, include priority to procurement of capital items from domestic sources under Defence Acquisition Procedure (DAP) 2020; notification of ‘Negative list’ of 101 items for which there would be an embargo on the import beyond the timeline indicated against them; simplification of Industrial licensing process; liberalization of FDI policy; simplification of Make Procedure; launch of Innovations for Defence Excellence (iDEX) scheme; and implementation of “Public Procurement (Preference to Make in India), Order 2017.


During the last two financial years i.e. from 2018-19 to 2019-2020 and the current financial year 2020-21( till December 2020), the Government has accorded Acceptance of Necessity (AoN) to 112 Defence proposals, worth Rs. 1,99,860 Crore approximately, under the various categories of Capital Acquisition, which promotes domestic manufacturing as per the Defence Acquisition/Procurement Procedure.


Many significant projects including 155mm Artillery Gun system ‘Dhanush’, Bridge Laying Tank, Thermal Imaging Sight Mark-II for T-72 tank, Light Combat Aircraft ‘Tejas’, ‘Akash’ Surface to Air Missile system, Submarine ‘INS Kalvari’, ‘INS Chennai’, Anti-Submarine Warfare Corvette (ASWC), Arjun Armoured Repair and Recovery Vehicle, Landing craft utility, etc. have been produced in the country under ‘Make in India’ initiative of the Government in last few years.


Based on the export Authorisations/ Licenses issued by Department of Defence Production and actual exports done by Ordnance Factory Board (OFB) & Defence Public Sector Undertakings (DPSUs) and private industries, some of major items exported in the past few years, are Fast Patrol Vessels, Coastal Surveillance System (CSS), Light Weight Torpedoes, Light Weight Torpedo Launcher and Parts, Do-228 Aircraft, Wheeled Infantry Carrier, Light Specialist Vehicle, Mine Protected Vehicle, Passive Night Sights, Battle Field Surveillance Radar Extended Range, Integrated Anti-Submarine Warfare, Advanced Weapons Simulator, Personal Protective items, 155mm Artillery Gun Ammunition, Small Arms and Ammunitions, Weapon locating Radars, Identification of Friend or Foe (IFF) –Interrogator etc. Considering the strategic sensitivity of the matter and in the interest of national security, the country-wise details of exports cannot be divulged.


The contracts for various capital acquisition requirements of the Government in the Defence Sector are awarded to domestic, public & private sector companies including those situated in State of Uttar Pradesh, as per the extant provisions prescribed in Defence Acquisition Procedure. In addition, the OFB &DPSUs place orders on Indian vendors including those situated in Uttar Pradesh for supply of various items, components etc. as per their requirements. Moreover, the Government has established a Defence Industrial Corridor in the State of Uttar Pradesh with 6 nodes at Aligarh, Agra, Chitrakoot, Jhansi, Lucknow and Kanpur to develop defence manufacturing ecosystem and promote indigenous manufacturing.

KRAS rolls out first batch of MRSAM missile kits for Indian Army and Air Force


Kalyani Rafael Advanced Systems(KRAS), a joint venture between India’s Kalyani Group, and Rafael Advanced Defense Systems of Israel rolls out its first batch of Medium Range Surface to Air Missile (MRSAM) kits for the Indian Army and the Indian Air Force.


The roll-out event marked KRAS' commitment to deliver more than 1000 MRSAM ‘missile kits’ for the Indian Army and Air Force over the coming years. These missile sections will then be ‘forwarded’ to Bharat Dynamics Limited (BDL) for further and future integration.

Proposals for indigenous designing and manufacturing of defence system

Defence Acquisition Procedure (DAP)-2020 envisages the basic tenets of ‘Aatmanirbhar Bharat Abhiyan’ and encourages indigenous designing and manufacturing of defence items. The proposals for indigenous design and manufacturing are considered under ‘Make’ Procedure of DAP-2020. The ‘Make’ Procedure aims to achieve the objective of self-reliance by involving greater participation of Indian industries including private sector through following mechanisms:


  • Make-I (Government Funded): This involves design and development of equipment, systems, major platforms or upgrades thereof by the industry. Ministry provides financial support upto 70% of prototype development cost or maximum Rs. 250 crores per Development Agency (DA).
  • Make-II (Industry Funded): This includes design & development and innovative solutions by Indian vendor, for which no Government funding is provided, but it has assurance of procurement on successful prototype development.




As on date, there are 4 ongoing projects under Make-I category. Further, 56 proposals have been accorded ‘Approval in Principal’ under Make-II category out of which 23 proposals have been accorded Acceptance of Necessity (AoN). In addition, Defence Research and Development Organisation (DRDO) has also undertaken 233 projects during the past three years since 2018. The projects include new defence equipment such as Cruise missile, Hypersonic missile, Anti-Ship missile, Extended Range Anti-Submarine Rocket, Mounted Gun System, Ammunitions, Electronic Warfare system, Radars, Torpedos, High Endurance Autonomous Underwater Vehicles, etc. AoN has been accorded for 45 DRDO developed systems during last 03 years since 2018 for induction into Services.


Further, in order to promote indigenous design and development of defence equipment ‘Buy {Indian-IDDM (Indigenously Designed, Developed and Manufactured)}’ category under DAP is accorded top most priority for procurement of capital equipment.


Ministry of Defence has notified a ‘Negative list’ of 101 identified items for which there would be an embargo on the import beyond the timeline indicated against them. This is a big step towards self-reliance in defence. This offers a great opportunity to the Indian defence industry to manufacture these items indigenously and develop capabilities to meet the requirements of the Armed Forces. This list includes some high technology weapon systems like artillery guns, assault rifles, corvettes, sonar systems, transport aircrafts, light combat helicopters (LCHs), radars etc. to fulfil the needs of our Defence Services.


Further, an indigenization portal namely SRIJAN has also been launched in August, 2020 for Defence Public Sector Undertakings (DPSUs)/Ordnance Factory Board (OFB)/Services with an industry interface to provide development support to MSMEs/Startups/Industry for import substitution. As on date, 9370 Defence items, which were earlier imported, have been displayed on the portal. The Indian industry has shown interest for 1864 displayed items so far. The items displayed on the SRIJAN Portal have well structured description including specification, images, business volume etc.

Portal launched for filing complaints for alleged violation of public procurement order

New Delhi, May 10 (PTI) The Department for Promotion of Industry and Internal Trade (DPIIT) has launched an online portal to enable companies participating in government procurement to file complaints for alleged violation of the Public Procurement (Preference to Make in India) Order, 2017.

According to an office memorandum of the DPIIT, stakeholders can lodge grievances for alleged violation of the order and the department can refer those to procuring entities/ministries/departments concerned through the portal on real-time basis for examination, necessary corrective action.
