China accuses India of "concocting excuses" over border dispute

By Ben Blanchard | BEIJING
(Reuters) - China's Foreign Ministry on Thursday said India has been building up troops and repairing roads along its side of the border amid an increasingly tense stand-off in a remote frontier region beside the Himalayan kingdom of Bhutan.

The stand-off on a plateau next to the mountainous Indian state of Sikkim, which borders China, has ratcheted up tension between the neighbors, who share a 3,500-km (2,175-mile) frontier, large parts of which are disputed.

"It has already been more than a month since the incident, and India is still not only illegally remaining on Chinese territory, it is also repairing roads in the rear, stocking up supplies, massing a large number of armed personnel," the foreign ministry said in a statement.

"This is certainly not for peace."

Early in June, according to the Chinese interpretation of events, Indian guards crossed into China's Donglang region and obstructed work on a road on the plateau.

The two sides' troops then confronted each other close to a valley controlled by China that separates India from its close ally, Bhutan, and gives China access to the so-called Chicken's Neck, a thin strip of land connecting India and its remote northeastern regions.

India has said it warned China that construction of the road near their common border would have serious security implications.

In a separate statement, China's Defence Ministry said China had shown goodwill and that its forces had exercised utmost restraint, but warned "restraint has a bottom line" and that India must dispel any illusions.

"No country should underestimate the Chinese military's confidence in and ability to fulfill its mission of safeguarding peace, and should not underestimate the Chinese military's determination and will to defend the country's sovereignty, security and development interests," it said.

Despite China's numerous diplomatic representations, its foreign ministry said, India has not only not withdrawn its troops but has also been making "unreasonable demands" and is not sincere about a resolution.

"If India really cherishes peace, it ought to immediately withdraw its personnel who have illegally crossed the border into the Indian side."

Indian Prime Minister Narendra Modi is to visit China early in September for a summit of BRICS leaders.

Indian officials say about 300 soldiers from either side are facing each other about 150 meters (yards) apart on the plateau.

They have told Reuters that both sides' diplomats have quietly engaged to try to keep the stand-off from escalating, and that India's ambassador to Beijing is leading the effort to find a way for both sides to back down without loss of face.

Chinese state media have warned India of a fate worse than the defeat it suffered in a brief border war in 1962.

China's military has held live fire drills close to the disputed area, and state television on Friday said more exercises had been conducted recently, though did not give an exact location.

The official China Daily said in a Friday editorial that China was not in the mood for a fight, noting how the stand off has been "unusually restrained".

"However, if good manners do not work, in the end, it may be necessary to rethink our approach. Sometimes a head-on blow may work better than a thousand pleas in waking up a dreamer," the English-language paper added.

Formula to end the standoff been working out....

The first option under serious consideration involves replacing Indian troops on Dolam plateau with soldiers of the Royal Bhutan Army, which is then followed by mutual withdrawal by the Chinese and Bhutanese troops. By addressing the Chinese complaint of Indian troops on Bhutanese soil, this option gives Beijing a face-saver to withdraw its troops while meeting New Delhi’s aim of preventing Chinese road construction.

The same article goes on to say that the second option finds more favour that is to maintain the status quo till November, after which the things will cool down (literally) enough to reinforce the situation.

No, actually Chinese MFA said that there are only 48 Indian soldiers inside Chinese territory at August 2, and others are on the boundary and on the Indian side of the boundary.

As of August 2, there were still 48 Indian border troops and one bulldozer illegally staying in the Chinese territory. In addition, there are still a large number of Indian armed forces congregating on the boundary and on the Indian side of the boundary.

And the original statement of what you called "building up troops amid border stand off" is

Secondly, over one month has passed since the outbreak of the incident. The Indian border troops still illegally stay in the Chinese territory. Moreover, the Indian side is building roads, hoarding supplies and deploying a large number of armed forces on the Indian side of the boundary. This is by no means for peace.

when is PLA retreating from bhutanese territory?
On ground, PLA had already retreated. What they are ranting is of IA occupation of Chinese ground. Recently they had shown a pic of IA personals with bulldozer and marked the land as their territory. Till now GoI had done a good job by not giving any official response on that pic inspite of regular ranting by Chinese official and our own MSM. Shrewd character like Chinese are, would make any official statement from Indian side and would use it as a leverage in any future confrontation. A region which is a bone of contention for all sides, only a fool like Chinese government and media would draw a line and show in front of all as Chinese territory. India should not officially declare any boundary on that portion and should keep the options open.

Moreoevr I think Chinese are more pissed off with recent deployment of MBT's in NE. India did this without any cover and in broad daylight. I am sure that Chinese are pissed off with this changed Indian attitude.

http://www.newsbharati.com//Encyc/2017/8/4/Army-dominance-LoC.html

New Delhi, August 4: Defence Minister Arun Jaitley while giving a reply to a question asked in Lok Sabha said that Pakistan has increased attempts to push terrorists into Jammu and Kashmir through the border but appropriate retaliation is given by Indian security forces and there is a high number of casualties on their side.

Defence Minister during question hour said that Pakistan has increased efforts of infiltration but appropriate retaliation to the ceasefire violations and other tactical incidents by Pak Army as required is carried out by Indian Army. "There is a record high in the casualties on the other side," he said. Minister Jaitley also said that the Indian Army has "domination and impact" along the western border and all effective steps have been taken to check infiltration from across the border.

Giving the information briefly, Minister Jaitley informed the house that there have been 285 incidents of ceasefire violation so far this year through the LoC compared to 228 such incidents in the entire 2016 along the LoC in which eight people had lost their lives. He also informed that 221 ceasefire violation taken place along the International Border which is guarded by both the Border Security Force and the Army. “Due to the heightened vigil of the security forces, many infiltration attempts have been foiled and infiltration has been down,” Jaitley added.

While replying to another question in Lok Sabha, Minister Jaitley said that all the forward posts are adequately strengthened to counter enemy fire. “Besides, there are well-established Standard Operating Procedures (SOPs) to safeguard against enemy fire to minimize our own casualties," Jaitley added.

The Minister said the Indian Army has constructed an anti-infiltration obstacle system (AIOS) along the LoC and International Border in Jammu and Kashmir, under its operational control. Explaining the new technologies used by Indian Army, Jaitley said, “Radars, sensors and thermal images along with surveillance have been set up on this fence to detect and intercept infiltration by terrorists.”

However, the AIOS is further strengthened by the deployment of troops and construction of defence works based on threat perception for an effective multi-tiered counter-infiltration grid. "Fortification of a border is a continuous process. Anti- infiltration steps like obstacle systems, technical gadgets have been installed by the Army and enough steps have been taken to check infiltration," he said.

Minister Jaitley further noted that the central government also regularly reviews the threat perception to secure the borders and protect national interests. "Appropriate measures are taken from time-to-time to maintain and upgrade the country's defence preparedness along the border to safeguard the sovereignty, territorial integrity and security of India," Minister Jaitley said.

Further, the areas along the borders are kept under surveillance by regular patrolling by troops and other aerial, optronic and electronic means. He said the government is taking measures to ensure modernisation of Indian defence forces to keep them in a state of readiness to meet operational and security challenges.

Jaitley while replying to another question in Lok Sabha said the centre has enhanced special allowances are been given to security personnel serving in difficult areas like Siachen. He concluded informing the house saying recently the government has announced the special allowances for defence personnel which was more than what the 7th Pay Commission had recommended.

How is the sight picture tilted sideways just because he has tilted his rifle? Notice how the flagpole is in alignment with the top crosshair. Even on a slope, no one would have a tilting flagpole, It would stand up straight. Photoshopped. Shameless porkis.
