Yes. They would allow it. If they don't want to do that, they would have directly asked HAL to go for US or France RADAR.
A missile is as good as the RADAR to pass on the information to it. In case of Elta, for Meteor integration, the source code would have to be provided to Israel which is a real concern for France. But if we use Uttam, those source code would be with us.
For integration no two modular systems need source code of each other this is incorrect information if published anywhere...

Fighter planes has a central unit which is responsible for execution of all interfacing between any two system for data exchanges between them,
If India has its own mission control system or central unit even if both radar and missiles are from different sources with no source code known only thing required is which is provided with any purchase is interface software data in-out entities ...

of-course if one has source code one can do many improvements in the source code...
but not required for integration purposes.
In Su-30 MKI III India has own mission control system so India can integrate any missile provided seller agrees missile to be used in Russian system.

Tejas can integrate Brahmos gripens can’t even rafales cannot integrate Brahmos but they can integrate scalp which Tejas cannot

Open Architecture Computer (OAC) designed and developed by ADA, combines the functions of earlier mission computer, display processor, video switching unit, mission preparation and retrieval unit. It is designed based on open system interfaces standards, which provides interoperability, scalability, and portability.

Yes we have integrated bhramos on our own and have made isreali system work with MKi because of mission computer. And we can also integrate i-derby on it
But the case is little tricky with meteor as it's one of the kind missile.

I wish if Tejas could carry Meteors because we already bought Rafales and Meteors from France so why Tejas shouldn’t be able to integrate it as well Tejas can carry Meteors once it gets fitted with our indigenous UTTAM AESA Radars (hopefully) and i doubt US would allow us to use Tejas against Pakistan as long as it flies with American engines US suppled AIM-120C Missiles to Pakistan only to counter IAF there was no other reason to supply air to air missiles to Pakistan
Why would US have a say if we use Tejas or not? :dude: Do you think by providing AIM120 to pak, they will stop us from flying tejas? What absurd thinking is this! We have deployed Mig21 against F16 and also destroyed one f16 so stop this nonsense. We will have Astra Mk2 and in future mk3 which will be as par with meteor.

Data Link is basically for networking ur systems.. its not necessarily needed for integration between aircraft systems it might be related to Meteor‘s capabilities to pair with exo systems ...

Rafale can and will integrate brahmos missile, astra , DRDO indigenous bombs etc in 2023. But Brahmos will be NG version which is lighter than current version

Yes we can definitely integrate I Derby er missiles but Russians will be very pissed off if we did. Also astra is quite fine missile and newer Russian missile are also nice , I guess that's why IAF has only ordered only 250 astra missile.

Because Tejas has American GE F404 engines Mig21 was entirely Russian
