Gorshkov: Russia pay for further delay

Any delay beyond that could attract a heavy penalty that would range from 0.5 per cent of the cost of refurbishing the aircraft carrier to a maximum of 5 per cent of the cost. The penalty will increase with the number of months that the project is delayed by. "The damages can be charged to upto 5 per cent of the cost of the project," a senior Defence Ministry official said.

As reported, an engine malfunction that emerged during high speed trials of the aircraft carrier in the Barents Sea will delay the delivery of the warship to the Indian Navy. The aircraft carrier, is currently undergoing extensive trials with a Russian and Indian crew on board.

New Delhi: Ahead of Defence Minister-level talks with Russia, India on Monday warned that it could impose a penalty of up to Rs 600 crore for the delay in handing over of aircraft carrier Admiral Gorshkov.

"We may impose liquidity damages up to five per cent of the Admiral Gorshkov contract worth over USD 2.3 billion if there are delays in supply of the warship," a senior Defence Ministry official said here.

A final decision in this regard would, however, be taken only after the meeting between Defence Minister AK Antony and his Russian counterpart Anatoly Serdyukov on Wednesday, he said.

Meanwhile, Russian diplomatic sources questioned as to how India could impose such a penalty when they had not done so in the case of delivery of the Scorpene submarines, whose delivery schedule has also slipped by over three years.

The first of the six Scorpene submarine contracted from France was supposed to be delivered in 2012 but now it is scheduled for induction into the Navy only by December 2015.

At the meeting, India is expected to raise the issue of delay in delivery of aircraft carrier Admiral Gorshkov.

The delivery schedule of the already much-delayed 45,000-tonne warship has slipped further after it encountered engine malfunctions during sea trials in Russia.

The ship, rechristened INS Vikramaditya, was scheduled for commissioning into Indian Navy by December 4, this year but Russian media reports have suggested that it would now be delivered only in October 2013.

The warship was originally scheduled to join the Navy on 2008.

may be we will get submarine, shown in this pic with some extra cash as goodwill gesture from Russia.

Russia will never give us the Akula. But you are a very optimistic man Mr. Sayare. :)

In that picture, Vikramaditya looks so imposing, but the submarine packs more punch that the AC.

Russian diplomatic sources must be on crack. Like there is any correlation to India having trouble absorbing ToT and not pre-ordering components to Russia not being able to deliver a project they are in total control over. Oh yes, where is Nerpa? :pound:

thats true...its a matter of INDIA's security...Russians have lost all their credibility due to many cases in past...its high time that we concentrate on domestic industry and till we become self sufficient we keep getting weapons from west....when I say west only reliable name comes in mind is FRANCE

High-placed navy sources say they are unsurprised by the failure of the Vikramditya's boilers. Russia put up the Gorshkov for sale in 1994 after a boiler room explosion incapacitated the vessel. Finding no buyers, Russia offered to give it "free" to the Indian Navy, provided New Delhi paid for its renovation and also bought 16 MiG-29 fighters for $1 billion.

Reporting on the deal in 2004, NDTV, an Indian television news channel, called it "the most expensive freebie in history.

O yes, one more thing considering the prior boiler room explosion, there may be more problems then just the firebricks.

Its not just the Greeks bearing gifts you have to watch out for.

Russia rejected India's claims on modernization of aircraft carrier INS Vikramaditya (former Admiral Gorshkov), reports Defense News referring to a source in Indian defense ministry. Moreover, the Russian party declared about unlawfulness of India's sanctions for delayed delivery of the carrier saying Indian Navy had purchased low-grade components.

India planned to claim compensation from Russia for delayed delivery of Vikramaditya at the meeting of Russian and Indian defense ministers Anatoly Serdiukov and A.K. Antony. Earlier on, Russian news agencies reported that India had not made any claims and agreed with the need to improve the ship's powerplant and delivery schedule update.

According to Defense News, India did raise the compensation matter at the talks, but the Russian party rejected it saying the powerplant had broken down due to low-grade components purchased by Indian Navy. This information has not been officially confirmed.

Failures in seven out of eight steam boilers were found during sea trials of INS Vikramaditya in the Barents Sea. The aircraft carrier's speed was not higher than 23 knots. The reason was wreckage of firebricks which were put instead of asbestos materials being provided by the ship's project.

President of United Shipbuilding Corporation Andrei Diachkov said late in Sept that refrigerating machines and nitrogen generators had also broken down during the sea trials. That equipment was purchased from NATO countries. According to Diachkov, that was Indian party who had chosen manufacturers of that equipment.

According to Defense News, India is put into a corner. On the one hand, it cannot claim for compensation; on the other hand, it cannot deny modernization of the $2.3 bln ship. Indian Navy does need an aircraft carrier; national industry can manufacture such ships not early than 2019-2020.

India signed a $1.5 bln contract for INS Vikramaditya in 2004; cost of works grew up to $2.3 bln in 2009. India will receive the ship for free, paying only for refurbishing works, deck-based fighters MiG-29K/KUB, helicopters Ka-31 and Ka-27. According to preliminary estimates, India would receive the ship in May or June 2013. Earlier on, it was planned to deliver the ship late in 2012.

It should be noted that both parties considered the Vikramaditya modernization as a unprofitable project since the very beginning.
