Not really, he's from an experienced unit. The pic is from recent VBSS training routine with US marine corps. They are practicing to climb a ladder. Radio placement on the back panel is something that marcos have been doing since a long while to ensure cables,antennas don't entangle with the thin ladder.
There are two things here : First- he has fastned his plate carrier way too high. Second - The camera angle makes it look funnier than what it is.
Here's a pic with the same plate carrier and exact same radio placement from a seperate angle -
