This is a very biased view.

Those ranges have thick snow these days..i was in Srinagar last week..saw entire pir panjal covered in thick snow from my own eyes.

PAFF are hiding until summer comes...

Lets just agree we couldnt hunt them.
Sure, it’s true they managed to escape every time. Not disputing this. It’s also true that they are hiding/waiting. They struck first in April last year, when the snows of Pir Panjal started to melt. I also said, we need to wait till summer, because they might be repeating the same timeline as last year.

Another fact is that even in Jan-March of 2023 there were encounters, but in jan-march of 2024. Meaning the overall situation seems to have died down a bit.
