If the Army wants to modernize Para SF they easily can in phases starting with proper PPE, night vision and then move on to better primary weapons. The procurements won't even be of that large an amount which would need to be approved by a procurement committee. The desire to modernize lacks in the army command.
These generals use the politicians as scapegoats. Cause politician toh ayega jayega.

Genrols can’t use politicians as scapegoats being they are their yesmen only. That’s what most genrols don’t understand.

Issue is genrols aren’t selected based on their leadership qualities or technical knowledge about conflicts, coin, and modernization, they are selected based on how obedient they are at the GOC level.Proof is how zero Lt Gens from the infantry (the few that do come from this branch) are raising an issue with how piss poor Indian procurements are.

The generals are partially correct in that as soon as any procurement has to go through the bureaucratic pipeline and has to be eventually presented in front of politicians, it leads to an incredible delay because of all the "Make in India" shenanigans.
But at the same time, the generals are equally to blame because they have their own emergency and small batch procurement pipelines. They can easily modernize the SF in phases, like MARCOS did.
It's a two fold problem. But the larger bureaucratic problem can be avoided.
