The least sensible answer. These things aren’t bought off the shelf they will be made to order from the factory and spec’d as per user requirements. The colour choice will be about ticking a box.

so the question remains why all of a sudden an urban CT unit that has had all their vehicles (even buses) painted black to date is now getting desert tan vehicles. It doesn’t even make sense if they were planning for contingencies in LWE environment
