The ‘smart police robot’ has capabilities to identify suspects and record video clips

Hyderabad may soon get its first ‘robocop’, with the launch of a prototype in the city on Friday. Unlike its famous Hollywood counterpart, however, this five-foot-seven-inch tall ‘smart police robot’, weighing 43 kg, is not yet capable of chasing down criminals.

But according to its makers, it can take complaints, record audio and video clips, identify suspects, detect metals, and monitor temperature.

The policing robot has been made by H-BOTS, a Hyderabad-based artificial intelligence (AI) and machine learning start-up. It was conceived at Makers Leeway, the start-up’s research lab, six months ago.

Multi-touch screen

The life size prototype was launched by Telangana Information Technology Secretary Jayesh Ranjan on Friday. Made of nylon plastic, said to be ten times stronger that regular plastic, the robot has a multi-touch screen. “It recognises voice and can interact in English. In the near future, it will recognise Telugu and Hindi as well,” said Kisshhan PSV, CEO of H-BOTS.

The robot is expected to be familiar with basic policing work, regulation of traffic, and details of the Indian Penal Code. “On subjects it is not familiar with, the robot will reply to queries by sourcing information from Wikipedia or Google,” Mr. Kisshhan said, adding that it has an AI unit inside.

If someone tries to tamper with it, the robot is programmed to blow a siren similar to that used by police vehicles. Though far from a complete ‘police person’, unlike a human cop, it can work round-the-clock and its AI-enhanced surveillance capabilities would be far superior.

Its makers say it can be showcased as an advance in policing technology and eventually be introduced to carry out basic police work such as registering cases. But a lot of new ground needs to be covered in the development AI, machine learning, and robotics before there is a realistic chance of robots replacing humans in policing.

In its present form, the smart police robot can assist people at malls, streets, airports and railway stations. After a few more months of fine-tuning the robot, the company plans to produce 700 units a year by 2020.

Following the deadly incident in a pub in Mumbai, the district fire department authorities inspected the pubs and shopping malls on Saturday where New Year celebrations are expected to take place.

Led by regional fire officer Niranjan, personnel inspected the pubs in the PVP Square and the Trendset shopping malls in the city.

Officials found that barring minor issues, firefighting equipment was in place.

“In the aftermath of the Mumbai incident and in view of the New Year celebrations we have inspected the fire safety arrangements at the pubs. They are already equipped with safety systems but there are minor issues like the placement of extinguishers, the arrangement of walkways and others. We have instructed them to rectify them and ensure that firefighting equipment is visible to everyone,” Mr. Niranjan said.

Trained staff

We asked the managements to rope in more trained staff for quick response, he said.

The officials also asked the managements to provide smoke management system, exit signboards, route maps, power backup systems, portable extinguishers, fire fighting team and standby fire tender in case of large participation of public during the celebrations.

Hyderabad Police on Wednesday launched the first-of-its-kind Technology Fusion Centre (TFC) which integrates several criminal investigations, detection platforms, multiple agencies and analyse the whole information to aid field officers in taking on-the-spot decisions.

The TFC located at Hyderabad Police Commissionerate provides access to a wide variety of structured and unstructured data from various sources such as merging information from detection of crime and criminal data, incidents from Dial 100, Hawk-eye, road accidents, city-wide surveillance cameras, patrol vehicles tracking data, investigation analysis, traffic enforcement data, and social media platforms. Hawk-eye is an app through which citizens can lodge complaints or report crimes.

“This facility will help to improve response times through aggregation, analysis, and dissemination of actionable information to the field officers. It is a collaborative effort of multiple agencies that provide resources, expertise, and information with the goal of maximizing their ability to detect, prevent, investigate and respond to any crime incidents and threat activities,’’ Telangana Director General of Police M Mahender Reddy said on Wednesday.

The Technology Fusion Center consists of several functional blocks that provide essential technology solutions towards protecting communities and enhancing public safety, including Video Surveillance Security Command Center, Traffic Command Center, Facial Recognition Analytics and Video Enhancement Unit, Emergency Response Unit (Dial-100 and 112), Social Monitoring Unit, Traffic Signal Management Unit and Traffic Enforcement Unit.

The analysts at the Fusion Center use the necessary and available analytics tools to identify patterns, relationships, and correlations in large volumes of information from multiple sources such as crime incidents, road accidents, social media etc. They then collate meaningful information and actionable intelligence to assist with accurate and timely analysis to feed the field officers.

This actionable information and intelligence enable police officers and other multi-agency officers to make sound decisions on the spot regarding incident situations, emerging threats, traffic congestions etc., and they can more effectively and efficiently carry out their duties and responsibilities. It provides not just intelligence but also technology that proffers quicker access to information, shared with one another and it can be utilized to streamline the operations and efficiencies to contribute towards building safer communities.

The video surveillance command centre receives video camera signals from multiple systems implemented across the city. It helps the operators at the command centre in being oriented to the situation and evaluates any threats, crime incidents, or road accidents that need immediate attention. The operator continuously monitors alarms and events for any critical incidents and ensures that the system initiates the alarms to the patrol officers who are nearest to the incident locations for immediate action. The objective of video enhancement is to sharpen the video images, remove video noise by preserving the video evidence integrity and enriching pixel quality for identification and enhancement of the video images.

The function of traffic command centre is to real-time monitoring and control of traffic flows, traffic signals, traffic video surveillance, and traffic violation detection; alarm reception and handling; analysis of traffic conditions based on the traffic flow information; and aid decision-making for various traffic violations and accidents.

The emergency response management is a systematic, proactive approach to disaster and incident preparation, prevention, response, recovery and mitigation to assist the field officers who respond to incidents or events and it also serves as the coordination hub for an incident response. It consists of initial incident dispatch, incident analysis, assessment of risk and vulnerabilities, and dissemination of meaningful information and an actionable intelligence for decision makers and first responders to respond to an incident for a quick resolution.

The DGP said that social media has grown exponentially in the last few years to become an integral part of the community and it is incredibly influential and has the power to radically impact the public perception. Officials said that the social media tools help in analyzing information from publicly available social media posts, tweets, and social media conversations that could be a threat. These tools have the ability to provide an early warning of possible problematic situations, sentiment analysis using taxonomy, geo-location pattern analysis etc., and disseminate the critical information to the field officers for timely responsiveness.

Use of Technology to Optimise Police Functioning

Although ‘Police’ and ‘Public Order’ are State subjects, the Government of India has taken a number of initiatives in the last three years for encouraging use of technology to optimize functioning of State police.

Under the scheme of Modernisation of Police Force (MPF), States have been provided central assistance for acquiring advanced weaponry such as AK-47 and INSAS Rifles, police equipment such as CCTV surveillance system, modern communication equipment, and state-of-the-art equipment for State Intelligence Branches and State Forensic Science Laboratories.

By way of Crime and Criminals Tracking Network and Systems (CCTNS) project, the processes of crime registration, investigation, prosecution, etc., in police station are being computerized. The various benefits of CCTNS are now available to State Police Forces. The DIGITAL POLICE POROTAL launched by the Government of India, on 21.08.2017, provides facility to police officers for the purpose of investigation, policymaking, data analytics and research through national database of crime record.

The Government of India is also implementing a central sector project namely, Emergency Response Support System (ERSS) across the country with a view to supplement the efforts of the States/UTs to establish a standardized and reliable emergency response system across the country to effectively deal with emergency/distress calls relating to medical, fire and police emergencies etc. with a special emphasis on distress calls from women and children. It is proposed to provide them necessary funding and policy level guidance for achieving the objectives and for setting up of Emergency Response Centers (ERCs). A pan-India single emergency response number ‘112’ has already been put in place across the country. Out of the total approved outlay of the project of Rs. 321.69 crore, an amount of Rs. 266.63 crore has been released during the years 2016-17 and 2017-18 to majority of States/UTs, which are in process of setting up of their Emergency Response Centres.

States have been sensitized for encouraging use of technology from time to time. This has also been through issuance of guidelines, convening of meetings and various communications made to the States. While approving Sates Action Plans under MPF scheme, the High Powered Committee, which approves these Plans, also guides States regarding improved technologies and equipment which States can acquire.

The amount earmarked and released for the above purposes in the current year budget are as below:-

(iv) Project YUVA with Delhi Police under PMKVY: Ministry of Skill Development also this year initiated Project YUVA which is a joint initiative of NSDC and the Delhi Police under which Delhi Police is connect young 3,000 deprived youth and across the capital, 8 police stations under phase 1 of the project with training partners so that they can upgrade their skill as per their capability post which, they will be given placement assistance. This mission is being undertaken to prevent the youth from committing crime and delinquent acts as well as to encourage them to partner with police in maintaining law and order, management of crime and connecting with the community at large. At present, 715 candidates have been enrolled of which 390 have been trained and 240 have been placed in companies like Burger King, Lemon Tree Premier, Sodexo India and Hotel Taurus Sarovar Portico.

Why are there so many out of shape Indian police officers? In the vast majority of the pictures above I've seen super skinny cops to at least one fat cop, but NONE who look like they are in shape. Also the uniforms are so ugly, why can they not be standardized black or at least better looking uniforms? The colors are so hideous

I think internal security budget is around 25,000 cr for Police force modernisation. All states can afford procure maximum 2 or 3 helicopters for police force in each Indian state.

Instead of going for foreign helicopters all states govt of India should procure Dhruv, Light utility helicopter and Indian meduim multi role helicopters for it's police force. Made in India helicopters is better than foreign one and there will be no problem for spares and maintenance.
