Modernisation of Police Force Scheme

‘Police’ and ‘Public Order’ are State subjects. However, the efforts of the States for equipping and modernizing of their police forces has been supplemented under the scheme of Modernisation of Police Forces (MPF). The Government of India has, on 27.09.2017, approved implementation of umbrella scheme of “Modernisation of Police Forces (MPF)” for three years’ period from 2017-18 to 2019-20 with the total outlay of Rs. 25,061 crore which include central outlay of Rs. 18,636.30 crore. One of the sub-schemes under this umbrella scheme is “Assistance to States for Modernisation of Police”, which is erstwhile scheme of Modernisation of Police Forces, with central outlay of Rs. 7,380 crore for the 3 years’ period.

This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to question in the Lok Sabha today.

Encounters send scared UP goons rushing to jails

  • Since the new government came to office early last year, 1,240 encounters have taken place.
  • According to data provided by UP DGP's office, 142 wanted or criminals with rewards on their heads have surrendered.

MEERUT: Criminals are on a surrender spree in UP following the Yogi government's instructions to district police chiefs to aggressively hunt them down. Since the new government came to office early last year, 1,240 encounters have taken place in which 40 criminals have been killed and 305 injured.

The crackdown that started on March 20, 2017 has led to 2,956 arrests till February 14. Cops have also seized 169 properties worth Rs 147 crore of criminals on the run.

According to data provided by the UP DGP's office, 142 wanted or criminals with rewards on their heads have surrendered either within the state or outside. Besides, 26 criminals have not secured their release despite getting bail. Seventy-one have got their bail bonds cancelled and gone back to jail.


"If they (criminals) are trying to go back to jails, we do not mind that because jail is only their rightful place and not outside," UP DGP OP Singh told TOI on Saturday. "The results (of the crackdown) have been unprecedented… never in the past has this kind of straight message conveyed to the criminals so clearly. They will not be allowed to play havoc with the lives of common citizens," he said.

Police chiefs have been asked to prepare dossiers of all those on whom either rewards have been announced or are at large, the DGP said. "We have launched a multi-pronged attack. The number of goons against whom Gangster Act has been invoked is also biggest so far." Maange alias Vinay, main accused in a double murder case in Meerut, surrendered on February 2. Sources said a massive manhunt had scared Maange who feared he would be killed in an encounter.

Govt. to buy two choppers
Mumbai: The Maharashtra government has decided to buy two new helicopters following a spate of accidents involving Chief Minister Devendra Fadnavis.

The State Cabinet on Thursday decided to purchase the copters: one for the CM and another to operate in the Naxal-hit areas. The Cabinet also decided to donate an outdated Dauphin helicopter to an education institution since it had reached a point of ‘no repair’.

The Chief Minister had a narrow escape in July after his chopper took off unexpectedly. In May, Mr. Fadnavis had another scare when a chopper carrying him crash-landed in Latur with him and the staff still on board. Following media reports, the civil aviation department of the State sought a report from the pilots.

The government had recently hired two private aviation firms after the State’s own fleet was left unused for over four years. The State had then clarified that it did not have resources to maintain the aircraft or could find suitable pilots for its own fleet.

The fleet consists of four crafts: a Sikorsky, Beechcraft Super King Air 350, Citation Excel, and a Dauphin copter. Two of these are grounded due to technical issues and the other two have been involved in a series of accidents.

“We have decided to buy new copters since the existing fleet is beyond repair. We are using a borrowed craft from Pavan Hans company for the Naxal-hit areas, which is bleeding our finances,” said a senior official.

A tender will be floated soon after technicalities are sorted out. “This puts us in a better position since at least we are not paying huge rents, and soon can have our own fleet,” said the official.
