At a time when anti-terror operations in Kashmir have peaked, a growing trust deficit between the forces on the ground is a matter of concern. A comment made by Kashmir Inspector General of Police Vijay Kumar on the CRPF”s role in counter-terrorism operations has stirred controversy among the forces deployed in the valley. The Central Reserve Police Force (CRPF) that plays a key role in Jammu and Kashmir in anti-terror operations and even in law and order duties, in an internal note, has raised the subject of “unpleasant remarks” made by the senior police officer about the force during a meeting chaired by the director-general of J&K Police. “CRPF is not doing their work well. All the intelligence is gathered by Jammu and Kashmir Police and operations are done by Army or Rashatriya Rifles. CRPF is just named, everybody knows this,” the note says attributing the comments made by the inspector general of police, Kashmir Range, during a meeting to discuss anti-terror operations and Covid-19. Senior officers from the police and CRPF attended the meeting on April 29. “To avoid public embarrassment, the CRPF officer didn’t react at the spot. However, after the meeting, we met him personally and raised objection about the unpleasant remark about the force,” the note dated April 29 reads. According to sources, the matter has been taken up with the top brass of CRPF top brass and the comments by a senior officer are not in good taste. The note adds that the police officer who made the comments also went on to say that he himself has served in CRPF.

Interestingly, on Friday, more than a week since the meeting, J&K CRPF DGP Dilbagh Singh complemented the role of BSF, CRPF, SSB, ITBP, and CISF deployed on various assignments in the union territory. “#DGP J&K Shri Dilbagh Singh complemented role of #BSF, #CRPF, @SSB, #ITBP & #CISF deployed on the various assignment in J&K. CRPF is part of joint the anti-terror operations along with the Indian Army and J&K Police regularly. The force was part of the operation in which top Hizbul Mujahideen commander Riaz Naikoo was killed in his native village in Pulwama. The operation was hailed as a big success for security forces

CRPF is by now proving to be a big headache for the Central Govt which by now has risen to be a 243 battalion force (Seven companies each).

A big push and impetus was given to CRPF post-Kargil Committee report which laid the importance of separating internal security and counter-insurgency from Army. Soon the bureaucracy created an Internal Security division in MHA, thousands of new posts were created for IAS and IPS and hundreds new battalions raised.

However,, the end result is that in spite of raising a mammoth force, as big as Indian Army Infantry Battalions combined, with thousand of CRPF officers and IPS officers, the force continues to be an ineffective and unreliable counter-insurgency force. The only utility it continues to serve adequately is to guard bungalows and provide domestic services to every Tom Dick and Harry of civil bureaucracy and police officers.

CRPF has also raised ten COBRA battalions (even Army can not afford ten SF Battalions) as costly as Army SF (or rather more) but COBRAS are not even crawling.

Considering Structurally, Organisationally, training-wise, considering the culture and pattern of employment so, it can be safely said that CRPF will take 100 years to come up as an effective Counter insurgency force.

What Ails CRPF

1. Culture of Dunda rather than Gun. The CRPF is essential a Dunda yielding colonial Thula forces basically organized to deal with unarmed, weak and impoverished colonial population rather than an internal security counter-insurgency force. The CRPF has not been able to transform itself from a Crown representative repressive police to a Central govt modern police force even after being given modern guns. Their main weapon continues to be "dunda",, The Police officers take a pride in not letting CRPF being "militarised"......:pound:

2. CRPF has become a Persoanl Protection Home Service Force. CRPF more or less has become a home service force for those who matter in the civil administration and all netas of every hue. They are utilized as domestic help in all manners by all sundries including retired IPS. What can one Expect of such force?

3. Lack of a Culture of Organised Functionality. CRPF is employed in small numbers of detachments, in sections and maximum a platoon. There is hardly even an occasion when a CRPF company would function together as a company. CRPF being employed as a battalion together a dream to be enacted only in Chhatisgarh or Jharkhand. Otherwise they are distributed like "rebari" (toffee). There is no organizational culture or ethos to function as a big force. When such an eventually does occur, they thus fail to function like a battalion.

4. Essentially a Social Justice Employment Force. CRPF as any other
CAPF is 50 percent reservation Force including their officer cadre and their IPS bosses. Reservation is applicable not only in recruitment but in promotions and opportunities. This leads to lot of discrimination amongst ranks and file. However, there is no reservations when it comes to casualties and deaths. There is lot of demotivation, frustration and lack of commitment amongst the other fifty percent.

5. A Force of Oldies and Graying Constables - As in other CAPF, the force constables serve up to 54 years of age and their rank holders and inspectors serve up to 56 / 58 years of age. Image a force where half of the constables are graying employed in J&K or in Chhatisgarh Naxals fighting against teens and people in early twenties who are their son's age.

6. Chalte Raho Payare to Baithe Raho Payare. Employment of CRPF is the most erratic and uncertain destabilizing phenomenon which is unpredictable and mostly unplanned arising out of the needs of law and order. Lack of stability is so characteristic that they are called "Chalte Raho Pare Force". However, In a situation like a valley and more than half the force employed on bungalows and flats in Delhi is on the contrary is "Baithe Raho Pyare".... not to move an inch outside the post. That breeds ineffectiveness. and uselessness.

6. No Utility of Officer Cadre. Since the CRPF is distributed amongst thanas and put under the concerned SP of the areas most of the time, there virtually is no role left for the Social justice officers of CRPF. Unless employed as a battalion together or the company together, a CRPF company has nothing to do except twiddle his thumb or the empty mind is a devils workshop. Officer cadre then seek external sources for usefulness and growth.

Measures Suggested For CRPF
1. Basic Doctrinal Changes. Many CRPF and Police brass I have interacted with taking pride in the fact that CRPF is the police force and not a militarized force. That emanates from their perception of what constitutes policing under colonial conditions and later Nehruvian bakwas. The modern environment and threats to internal Security constitute in the form of modern sophisticated technologies, arms, and ammunition. Since CRPF has been mandated to be the Counterinsurgency force, it has no alternative but to thoroughly militarise and weapons. Modern policing has to deal with heavily armed and trained threats. Now there is no ambiguity in their role and the earlier the CRPF militarises itself the batter for the country.

2. CRPF Through Military Service. The best way to imbibe a military culture is to render military service. That saves the cost of initial training and many other hiccups. A Military Service should be made mandatory for all ranks of CAPF including CRPF including their officers. The military service should be a minimum of five years and a maximum of ten years. In between the police officers can take short breaks to educate themselves on law and order aspects as training capsules in place of military training capsules a regular army officer goes through.

3. Act in National Interest rather Narrow Bureaucratic Interests. Routing CAPFs through Military would have to be seen in overall national interests rather than narrow Service / bureaucratic interests. It will result in the following advantages
* Impart constables with military training to meet modern internal security and counter-insurgency threats.
* Help to maintain a young profile of Armed Forces.
* Reduce the pensionary burdon of the country - the major challenge being faced by the nation.
* Create a vast reserve of military-trained personal to cater to Wars and war-like situations.

* Help Armed Forces in Force reduction and force restructuring.
* Better bonding between CAPF and Armed Forces. A better sense of nationalism and national unity.

Overall unity in efforts must be the underlying principle in tackling security challenges to the country rather than disjointed individual Service efforts yielding no results.

Ways and means can be found to maintain reservations and community status of various groups in the method adopted.
