Should have sunk it in retaliation of targeting our military installations... Would have another feather for our Navy and demoralising repeat of 1971 for pakis

Indian Navy was toying with pakis it also clears the picture of paki propaganda video about kalvari which they recycled ,Indian navy ASW assets like Kamorta Class,P8i MRP and aggressive patrols by chakra and kalvari really spooked the pakis and they went on propaganda overdrive but it's exposes their weakness that even if paki somehow gather 2nd strike jugaad technology from chinks it will be taken care off even now so more with new shallow water ASW Corvette being built.But Pakis won't have a clue when a k4 hits them.

Our ASW game has become top-notch by continuous practice games with Japan and USA.
And new assests such as p8i and asw kamorta class.

Although we were practicing to hunt chinki subs idiot porky are now paying price of our experience.

Next k series needs to have capability to attack anywhere in Chian while being in security of Indian waters. Except range 10k + while declared range may be 8k .

Also we badly need helis, personally I like mi-17 naval derivative but they don't have that although they do have mi-14.
Reason because big internal load and range in comparison to mh-60.

Mh60 is very advanced and specific submarine hunter. It is also coming with naval anti ship missile from Norway. The helicopter need to fit the bays of our warships.

The HAL has concrete orders to manufacture Su30 MKI, Light Combat Aircraft Tejas, Dornier, Advanced Light Helicopter, Chetak, Cheetal helicopters among others and defence services have paid the aerospace major Rs 8,140 crore in the last six months, Defence Minister Rajnath Singh said June 24. Arrears of Rs 868.14 crore are outstanding with Hindustan Aeronautics Limited for its contractors, he said.

“The present capacity available in HAL is adequate to fulfil the existing orders, projects in hand. Currently, HAL has firm orders to manufacture platforms like Su-30 MKI, LCA, DO-228 (Dornier), ALH, Chetak and Cheetal helicopters,” Singh in a written response to a question in the Rajya Sabha.

He said that as and when required the HAL borrows from banks to meet its working capital requirements. Just before the polls, the Congress had launched an offensive against the government alleging that Dassault Aviation, the makers of Rafale fighter jet, overlooked the PSU and gave the offset contract to another private company.

The issue also reverberated during the Lok Sabha polls. Earlier this year, the aviation major was forced to borrow Rs 1,000 crore to pay salaries to its employees for the first time in years. Last month, HAL has posted an all-time high turnover of Rs 19,705 crore, registering a growth of 7.8 per cent in 2018-19.

The government is examining recommendations by top two advisory bodies to move public sector units out of the supervision of the defence ministry, pointing out that there is an inherent conflict of interest that prevents full unlocking of the ‘Make in India’ initiative.

While defence PSUs are fairly autonomous, they come under the authority of the Department of Defence Production and there have been frequent complaints that they are given undue preference by the ministry for large orders.Both the Niti Aayog, which advises the government on economic policy, and the National Security Advisory Board (NSAB), which is tasked with special projects by the top echelons of the government, have recommended a restructuring of the defence ministry to promote Make in India.

One of the proposals being considered is to bring all defence PSUs — nine of which are under the administrative control of the ministry — under a single body that can be governed by a different ministry, like the ministry of heavy industries and public enterprises.

An expert, who contributed to the Niti Aayog recommendations, told ET that the defence ministry faced a dilemma while dealing with the private industry as its competitors in the public sector were also under its control. “PSUs are dealt with a different hand as they are part of the ministry and get a lot of leeway when it comes to payment terms, delays and nomination for big projects,” the expert said.

NSAB, which was tasked with recommendations to promote Make in India, also came to a similar conclusion, pointing to the conflict of interest where one department of the ministry is the customer and the other department is the vendor that supplies the same.

In a recent talk on national security structures, NSAB chairman P Raghavan also touched on the subject. “If you say that defence PSUs are part of the ministry of defence, there is an obvious conflict of interest there. There have been many reports on this as well and what I hope now is that we are looking to cut through this,” he said.

Explaining the depth of the issue, an official pointed to the ongoing strategic partnership programme that was originally designed to promote the private industry by earmarking identified big military contracts to be reserved for them.

In the pioneering project — a Rs 21,000 crore plan to make 111 naval utility helicopters in India — the Hindustan Aeronautics Ltd insisted on putting in a bid for its under development helicopter and even wrote to the defence ministry that it had invested Rs 400 crore in the programme.

Last year, India’s top shipbuilder Larsen and Toubro had written to the Niti Aayog for an intervention over concerns that the government is considering a proposal to move the Rs 60,000 crore project to build submarines to the public sector on a nomination basis, unlike original plans to reserve it for the private industry. The project has now been kept on a competitive basis, in which both PSUs and private industry are participating.

Even if they put DPSU under a separate ministry, will it still not be a conflict of interest?

DPSU are already under a separate ministry called department of defence production, and it reports to MoD.

DPSU are already under a separate ministry called department of defence production, and it reports to MoD.
The DPSU are under a "Department" of MoD and not under a separate ministry. Their entire budgetary management including salary are paid out of Defense Estimates.

In government literature doesn’t “department” mean “ministry”?
And there is a MoS incharge of department of defence production, and is a subordinate of MoD.

No Sir, a department is part of and under the ministry. Like MHA has many Departments but all are under MHA. Similarly MoD has four Departments. A minister may have many Minister of State under him but they all form part of Ministry under one minister.

There are four Secretaries / Secretary level officers heading four department but the task of coordination lies with Def Secretary who naturally is the senior most and the boss.

But HAL is going on hunger strike from tomorrow. It's a good thing DRDO is developing an ironman kind of flying suit. Will help our defense forces.

This is why state PSUs and Unions are like mixing cyanide and polonium. Double the poison, double the delay. This is a negotiation tactic between executives and union members. Ford nearly went bankrupt because of unions and is now outsourcing like crazy.

Long term solution is performance based bonuses for a private Military Industrial Complex.
