INS Vikrant to be auctioned as Maha govt unable to maintain the ship

Defence Ministry has initiated the process to auction the decommissioned aircraft carrier INS Vikrant after the Maharashtra government expressed inability to maintain the ship, Vice Admiral Shekhar Sinha, chief of Western Naval command, said on Tuesday.

"I am personally very sad as the ship will be scrapped...," Sinha said, adding he was probably the last person who steered it.

"The Ministry of Defence has decided to auction INS Vikrant as the Maharashtra government has informed us they will not be able to maintain the ship," he said.

Sinha said if anyone wanted to convert the ship into a museum, the Navy would extend help.

He said the last date of receiving bids for auction is December 14. "A few companies have already approached the Navy," the officer said.

"There is an advisory board which will take decision and the highest bidder who will have to deposit some money," he said.

The first aircraft carrier of the Indian Navy was commissioned in 1961 and after a distinguished service, it was decommissioned in January 1997.

INS Vikrant had played a major role in the 1971 Bangladesh war.

Russia Ready to Continue Overhaul of Indian Subs

MOSCOW, December 13 (RIA Novosti) – Russia's Zvyozdochka shipyard said Friday that it could receive by mid-2015 at least two Indian Kilo-class diesel-electric submarines for an overhaul that would extend their service life for another 10 years.

"We are expecting the Indian side to deliver one or even two Project 877EKM (improved Kilo-class) submarines for repairs and upgrades with service life extension," Zvyozdochka general director Vladimir Nikitin told RIA Novosti.

Russia has built 10 Kilo class submarines for India and has already overhauled five of them: INS Sindhuvir, INS Sindhuratna, INS Sindhughosh, INS Sindhuvijay and INS Sindhurakshak.

A fire on board the ill-fated Sindhurakshak in the port of Mumbai in April reportedly damaged the boat beyond repair, according to Indian navy sources.

The Indian Defense Ministry has not yet made a final decision about the future overhaul of its Russian-made Kilo-class submarines, although it has been considering fast-tracking a second midlife upgrade for the boats.

The upgrade program includes a complete overhaul of the vessels, including their hull structures, as well as improved control systems, sonar, electronic warfare systems and an integrated weapon control system. The upgrade is reported to cost about $80 million.

The overhauled Indian submarines are equipped with 3M-54 Club-S (SS-N-27) anti-ship cruise missiles, the Indian-developed USHUS sonar, the CCS-MK radio communications system and the Porpoise radar.

Russia's Kilo-class diesel-electric submarines are well-known for being extremely quiet boats, and have been purchased by China, India, Iran, Poland, Romania, Vietnam and Algeria.

Indian Navy to get two deep-sea rescue vessels

The Defence Ministry has cleared a proposal to procure two deep- sea rescue vessels against the backdrop of the death of 18 personnel in the sinking of INS Sindhurakshak submarine. The need to procure Deep Submergence Rescue Vehicles (DSRVs) has long been felt by the Navy, but after the mishap in August it has been felt more. The Defence Acquisition Council (DAC) has cleared the Rs 1,500 crore proposal for buying two DSRVs for the Navy, defence sources said here. Though the Russian-origin Kilo Class Sindhurakshak sunk inside the harbour and there was no way its crew could have been saved by such vessels, the DSRVs are being procured to cater to similar situations in deep seas, they said. The meeting also cleared a Rs 13,000 crore proposal for indigenously building Anti- Submarine Warfare Shallow Water Craft for operations in coastal water, within 200NM of the base port. The around 700-tonne vessels would be used by the Navy to combat the threat posed by enemy submarines operating close to its waters and would also be used for undertaking low intensity maritime operations and laying of anti-ship and anti- submarine mines, they said. The vessels are expected to be built by the PSU shipyard GRSE which has sought the design from Indian manufacturers.

Mazagon Dock Limited (MDL) to Build India's Next Gen Diesel submarine


According to AK Antony who has informed Parliamentarians that Ministry of defence (MOD) has selected Defence Public sector unit Mazagon Dock Limited (MDL) to build three next generation Diesel submarines for Indian Navy under Project 75I . Under Project 75I India will purchase 6 Next generation diesel submarines with AIP technology for Indian Navy . Under this deal Two submarines will be built by selected foreign submarine supplier and three will be build by Mazagon Dock Limited (MDL) , MDL is currently building 6 French Scorpion Diesel attack class submarines for Indian Navy in its docks and will be delivered to Indian navy between 2016 and 2021. Interestingly dying defence PSU Hindustan shipyard has again been selected to build last submarine under Project 75I . Hindustan shipyard has failed to complete upgrades to a kilo class submarine INS Sindhukirti which first went to dry docks there in 2006 and has remained there till now . Hindustan shipyard which was lying idle at that time was selected to carry out mid life upgrades to INS Sindhukirti a kilo class diesel submarine of russian origin , but according to media reports workmanship on the submarine was so bad that Indian Navy has termed it "unfixable" and unlikely to ever enter into service again . Sinking of refitted INS Sindhurakshak a kilo class submarine in 2013 has severally affected Indian navies under sea water capability and INS Sindhukirti another kilo submarine which is unlikely to enter into service again , which brings down the numbers to 8 kilo class submarines and 4 older German made HDW submarines , Indian navy is left with effective fleet of only 12 Diesel Submarines and Operational availability is only 5-6 submarines at a time .

Goa Shipyard Limited touches 200 mark, largest NOPV handed over to Navy

Jan 15, 2014, 01.27AM IST TNN The Goa Shipyard Limited (GSL) on Tuesday joined the elite class with the delivery of the 200{+t} {+h} vessel. The delivery of the 200{+t}{+h} vessel for the nation, synchronized with the handing over of the third of the new 105 m naval offshore patrol vessel (NOPV), to be named 'INS Sumedha', to the Indian Navy on Tuesday. The NOPV is indigenously designed in-house and built by GSL. The 200th vessel was handed over by GSL' chairman and managing director RAdm (Retd) Vineet Bakhshi, VSM, to Cdr Anand E Kulkarni, commanding officer designate of INS Sumedha, in the presence of RAdm Atul Khanna, VSM CSO(Tech) Eastern Naval Command. Anand Golwalkar chief general manager, Sunil Ghodgaonkar - chief general manager, GSL, Capt Anish M J Nair, WPS, and other officials of Indian Navy and GSL were also present. The vessel is the largest offshore patrol vessel of the Indian Navy and the largest constructed by GSL. It may be recalled that four NOPVs were contracted to GSL. The first and second of the series of new 105 meter class of NOPV, INS Saryu and INS Sunayana, were earlier handed over to the Indian Navy by GSL on December 21, 2012, and September 2, 2013.

GSL should be tapped to make 4 of the p-28a's along with 4 more from GRSE.
