Chip FAB in India is key to future Chip usage in India. The surprising part is that a Mining giant company (Vedanta) wished to enter high technology Chip making in India. The Foxconn initially very positive realized later that they have a ‘dud’ as a partner. A year has been wasted. We wish that a new partnership emerges.

What next; anybody’s guess. Let us hope a new partnership emerges Sooner than later.

Semi conductors is lifeline of India’s future progress. Its priority is even higher than building hugely expensive bullet train or road network. If you miss the Semi conductor (Chips) bus today; then most likely hood that another country in south east Asia will grab it. Hence government has not only have to offer financial incentives but political and diplomatic incentives. With that I mean that with US backing, we should offer additional diplomatic recognition to Taiwan on top of just letting them open an office in Mumbai…….

Yes, China will be mad; mad like hell and may start a war in the North to Intimidate India. But stand your grounds firmly. Indian Army could change its posture from defensive to offensive and move closer and closer to Chines Akas Chin road. They will get the message.

‘’Back to the point I am making that India needs a large scale Chip FAB. Taiwan has all the technology and 50% of the market at the moment. We have to get it from them even at the risk of war in the North. This chip business today is $400 billion industry and expanding very fast. India needs a piece of it by hook or by crook.

Angry China will simmer down once they come face to face with Indian Army ready for war.

Micron's global suppliers ready plans to co-locate, ask govt help
While speaking at the Semicon India, 2023 global summit, suppliers of raw materials, services and utilities for semiconductor manufacturing revealed their plans to invest in Gujarat alongside Micron.

Suppliers of Micron Technology, the memory and storage chip manufacturer that announced plans to build a semiconductor packaging plant in India, have called for extended government support, as they prepare to create footprints near the new facility.
Last month, Micron announced plans to build a semiconductor assembly, testing, marking, and packaging (ATMP) plant in Gujarat under the government’s $10 billion production-linked incentive scheme (PLI).
Global chip majors have been cautious in participating in the scheme due to the absence of local supply chains for chip manufacturing in India, which requires hundreds of raw materials.
While speaking at the Semicon India, 2023 global summit, suppliers of raw materials, services and utilities for semiconductor manufacturing revealed their plans to invest in Gujarat alongside Micron.
“We are now evaluating and preparing for another co-location investment with Micron. The key consideration is whether we can receive the same level of support from the local government. We would like the local agencies to view our project not as a standalone project, but as a part of the entire supply chain,” said Jeffery Chun, Simmtech, a supplier of IC packaging substrate to tier-1 semiconductor firms.
“Our co-location project is focused on our global customer’s movement. But at the same time, we understand that especially in India, there is a huge demand for our products printed circuit boards and IC substrates,” Chun said.
He added that his company’s co-location investments in China and Malaysia had attracted other investors to the region and strengthened the local supply chain.
Raja Vinay, business development lead at Air Liquide said: “We are keenly looking at the developments and rapid strides of the semiconductor sector and we will contribute to the development of this ecosystem.”
Chan Pin Chong, executive vice-president and general manager of Kulicke & Soffa (K&S), which supplies equipment solutions for chip packaging, said his company was willing to expand in India to support Micron’s upcoming plant.
“From a regulatory perspective, it’s important to understand we get the parts in and out in the region hubs. For example, when you run a 24x7 factory in Gujarat, we would like to see how we can see move-in parts and storage without being inhibited by import duties and regulatory things that can slow down the process,” he added.

We can say that in the coming 12 months we should be able to approve two high-quality semiconductor chip fabrication proposals.
The advice we got from the industry was that many countries could not really grow beyond a point because they never focused on talent or design capabilities. That is why, right from day one in the programme, we have design as a major part. This is what really differentiates our policy from other countries’ policies.
when Micron comes, they already have very strong relationships with their supplier companies across the world. They are present in eight or nine countries and have multiple well-established fabs there. We have to make sure that the mother plant comes. They bring lots of associated companies with them.
For the peripheral industries, we have schemes such as the Modified Special Incentive Package Scheme (M-SIPS) and the Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SEPCS). The Applied Materials project got approved under these schemes, which are outside the semiconductor programme.
Does Semicon become a kind of event in the future where companies come and sign pacts or make announcements of the kind that AMD did?
AMD is a very capable, very high-quality company. Their design capabilities are amazing, and we are really thankful to AMD that they have announced the investment today (of $400 million). We will work with them to make sure the proposal is executed at a very fast pace.

Why are there very few PCB factories in India and why are local companies not investing in them? These PCBs are the bedrock of the entire electronic industry. If we can locally mass produce them, it can easily kickstart local product manufacturing of keyboards, mouse, other electronic products. I dont think there is a single indian company that does this at scale.

Forty-four companies, including leading global players, have submitted applications for incentives under the production-linked incentive (PLI) 2.0 scheme for domestic manufacturing of laptops, tablets, all-in-one personal computer servers and ultra-small form factor (USFF), The Economic Times reported.
The window for receiving applications under the PLI scheme 2.0 for IT Hardware is August 30.
"Leading laptop companies have registered for PLI and some of them are ready to start manufacturing in India any time. Global server companies have said that they want to make India an export hub for servers," news agency PTI quoted a senior official.
The incentive scheme is key to India's ambitions to become a powerhouse in the global electronics supply chain, with the country targeting annual production worth $300 billion by 2026.
Dell, Acer, Samsung, LG Electronics, Apple Inc, Lenovo and HP Inc are some of the key companies selling laptops in the Indian market, and a substantial portion is imported from countries such as China.
On May 17, the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the PLI Scheme 2.0 for IT Hardware on May 17. The incentive scheme aims to broaden and deepen the IT hardware manufacturing ecosystem by encouraging the localisation of components and sub-assemblies and developing a resilient supply chain within the country.
The scheme was notified on May 29.
The scheme will provide an average incentive of around 5% on net incremental sales (over the base year) of laptops/tablets/servers manufactured in India to eligible companies for six years.
With the application window for PLI scheme set to close by August 30, the Union government announced that it will introducing a new licence regime for import of IT hardware.
The Directorate General of Foreign Trade (DGFT) announced on Friday (August 4) that the new licensing regime for importing some categories of laptops, tablets and personal computers will come into effect beginning November 1.
On Thursday (August 3), the commerce ministry announced that hardware manufacturers will now require a valid licence and must pay duty to import PCs, laptops, tablets, servers etc.
The Commerce Ministry notification said that exemption would be provided on the import licence only for up to 20 of such items per consignment for the purpose of research and development, testing, benchmarking and evaluation, repair and re-export and for product development.
The government's recent decision to restrict imports is seen as a bid to boost the domestic production and assembly of electronic goods. Electronic imports, including laptops, tablets, and personal computers, accounted for $19.7 billion between April and June 2023, expanding at a rate of roughly 6% each year.
Union Minister of State (MoS) for Electronics and Information Technology Rajeev Chandrasekhar said that the restrictive regime for the import of laptops/tablets/PCs etc aimed to reduce import dependence and spur domestic manufacturing of laptops and personal computers.
India is offering a PLI scheme to scale up domestic manufacturing, create national champions, help generate large-scale employment, establish self-reliance in a substantial part of the manufacturing value chain and transform India into a manufacturing hub for ICT (Internet, communication, technology) products for the world.
While manufacturing of mobile phones has been an impressive success story, in other electronic products such as laptops, servers, and smart devices, the pace of change has not been as brisk.

GANDHINAGAR: India will pip China in bagging multi-billion-dollar semiconductor investments, the government has said. India is set to sign deals for up to 2 mega units by October-November that will manufacture the silicon fab, apart from compound fab units, it said.
Minister of state for IT & electronics, Rajeev Chandrasekhar said companies will invest because of a strong demand curve for the precious commodity and as the country emerges as a trusted partner in the electronics ecosystem.
"I am willing to tell you with reasonable confidence that before October or November this year, fabs will be approved. This will be fab manufacturing, the actual wafer fab," Chandrasekhar told TOI.
The minister said that with a robust demand for electronics across consumer sectors, India will be a lucrative market for semiconductor companies."
Electronics in India is now reaching a critical mass, and the target that we have set out for is $300 billion by 2026. We are on track to achieve this... This would result in a massive need for semiconductors, which we estimate to touch $110 billion by 2029."
Chandrasekhar said Micron's $2.7-billion packaging and testing unit, which is coming to Gujarat, will make more companies look at India favourably. "To have Micron - one of the world's largest semiconductor memory companies - as the first to invest in India, is a big achievement... We are confident that many more companies will now follow Micron's lead because they all know there is something called the first-mover advantage when coming to India."
He also said that with India getting a favourable response from companies, its march into the field of semiconductors may be faster than China's with even lower investments.
"Just to give you a sense of the semiconductor intensity in electronics, China exports $900-billion worth of electronics, but simultaneously needs to import almost $600 billion of semiconductors. They have spent $200 billion in the last 20 years on semiconductors and flopped. On the other hand, we are spending just $10 billion (India's semiconductor incentive package for investors) and we will be in a position to achieve what even bigger countries - who have spent 10 times more money - have not been able to achieve in over 20 years. We have a big opportunity, at least in semiconductors, to surge ahead of China."

US semiconductor firm GlobalFoundries is looking for local partners to set up a chip fabrication unit, according to a report in The Economic Times (ET).
Earlier, GlobalFoundries had held discussions with a few companies from the country. But due to the companies' lack of expertise and experience in making electronics products, those plans did not materialise, a source was quoted as saying.
The source stated that it might take a couple of years before any concrete plans are finalised since these are long-drawn talks. The source added that the company is quite interested in investing in India because of the availability of talent in India.
ET had earlier reported that the Vedanta-Foxconn joint venture had inked a memorandum of understanding with GF and European chipmaker STMicroelectronics for the technology to manufacture semiconductor chips. But, these talks fell through, and Foxconn walked out of the partnership in July.
All these firms are jostling for incentives under the government's $10 billion India Semiconductor Mission, which seeks to provide flat 50 per cent incentives to successful companies to set up semiconductor fabrication units as well as outsourced assembly and testing units (OSAT).
Till now, the Centre has okayed an $825 million plan from Micron to set up an assembly, testing, marking and packaging (ATMP) unit at Sanand in Gujarat. Setting aside the $825 being invested by the company, the state and the central government will provide the rest as incentives to take the cumulative investment in the factory to $2.75 billion.
The construction of the proposed facility is seen beginning this year. Operations are expected to start from the unit in 2024.
