Its a Plate Carrier rather, not exactly a BPJ/vest.
And yes I was about i say this in an earlier post, that it has reached to almost all COIN troops. I think this was the 50,000 emergency procured PCs. The vests as of now are undergoing trials incl, TAML, MKU, SM Group etc.

PATKA isn't bad at all. Depending upon the quality provided, some personals prefer this over Model 1974 combat helmet .Take that as a stop gap measure. Besides for Sikh soldiers, who will not remove Pagdi , for them Patkas are a life saving thing

Well most of the patkas available to the forces are in extremely bad and tattered conditions. I've seen that closely besides they are extremely uncomfortable for wearing during long periods of time.
