Army chief to head for France to bolster bilateral strategic partnership

NEW DELHI: Army chief General Bikram Singh will be heading for Paris next week to further bolster the already strong strategic partnership with France, which is one of the biggest arms suppliers to India.

During his trip from May 26 to 30, Gen Singh will hold talks with French defence minister Jean Yves Le Drian, chief of general staff Admiral Edouard Guillaud and Army chief General Bertrand Ract-Madoux, apart from visiting defence establishments like the Land Forces Command in Lille.

Suspected Kashmiri Rebels Kill Indian Soldiers
SRINAGAR, India—Suspected rebels have ambushed and fatally shot three Indian army soldiers in the Indian portion of Kashmir, an official says.

Lt. Col. Ankur Vashist, an army spokesman, says the soldiers were on their way to search Buchoo village on Friday following intelligence that some Kashmiri insurgents were hiding there.

The attack took place 40 kilometers (25 miles) south of Srinagar, the main city in the Indian portion of Kashmir.

Rebel groups have been fighting for independence from India or merger with Pakistan since 1989. More than 68,000 people, mostly civilians, have been killed in the fighting since 1989.

India accuses Pakistan of arming and training the insurgents, a charge denied by Islamabad. Kashmir is divided between India and Pakistan and the two have fought two wars over its control.

Three Army personnel killed in encounter in Kashmir
Srinagar, May 24 (PTI) Three Army personnel were killed today in an encounter with militants in Tral area of south Kashmir's Pulwama district.

An Army spokesman said the troops had launched an anti-insurgency operation in Buchoo village in Tral area of Pulwama, 40 kms from here, following a tip off about presence of militants in the area.

Aside from buying and weapons, is there a strategic link between these two countries?
Linkage goes way beyond buying weapons (think, equipment modernization programs, space collaboration etc.) but can that linkage be really considered "strategic" in nature, is quite debatable. It has become fashionable with Indian media & even policy-makers to use "strategic" with any relationship, often without enough substance.

Armies of India, US to hold war games in Sept-Oct
New Delhi: Armies of India and the US will hold war games on both sea and land during an amphibious exercise in Belgaum and Trivandrum in September-October.

The war games codenamed Shatrujeet are expected begin in mid-September and continue till October in Belgaum in Karnataka and Trivandrum in Kerala where the two sides will practice amphibious manoeuvres, Army officials said here.

The American side would be represented by the Third Marine Corps Expeditionary Unit and its warship USS Harper Ferry.

USS Harper Ferry is a landing platform deck of the US Navy and has the capability to deploy tanks and armoured personnel carriers along with troops from sea to the shores.

India would also deploy its amphibious warfare assets including BMPs in the war games.

The Indian Army has turned one of its divisions in the southern part of the country capable of fighting in amphibious conditions.

Army announces key appointments
On a day when the Army took a major step towards bolstering security in the eastern sector bordering China by establishing the first battalion of the Sikkim Scouts as part of the Gorkha Rifles, the Army also announced several new appointments, including the new head of the crucial Udhampur-based Northern Command.
The Army announced that the current Western Command chief Lt. Gen. Sanjiv Chachra would head the Northern Command from July 1.
Earlier in the day, Army vice-chief Lt. Gen. S.K. Singh unveiled the flag of the newly-created Sikkim Scouts at Lucknow. Army sources said the battalion would be permanently located in the "high altitude and rugged terrain" of Sikkim. This battalion has been raised on the "Sons of the Soil" concept to guard the borders, Army sources said. "Based on this concept, the Indian Army already has Ladakh Scouts, Dogra Scouts, Garhwal Scouts, Kumaon Scouts and the Arunachal Scouts," the Army said, adding that there were 319 Sikkimese recruits as part of the new battalion. Meanwhile, the Army also announced that its 14 Corps head Lt. Gen. Rajan Bakshi would head the Lucknow-based Central Command from July 1. Another senior officer, Lt. Gen. Sanjeev Madhok, will now head the Shimla-based Army Traning Command (Artrac) from June 1.
In other defence-related developments, the Navy is also likely to increase its manpower over the next 15 years from the current 8,700 officers and 50,000 sailors to 10,600 officers and 85,000 sailors.

Jawan killed, another injured in mine blast on LoC in Poonch

An army jawan was killed and another got injured when a land mine exploded near the Line of Control (LoC) in Poonch district of Jammu and Kashmir.

Lance Naik Naresh Kumar was killed on the spot and another jawan got injured when they stepped over the mine along the LoC in Krishna Ghati sector of Poonch district last night, a Defence spokesman said here today.

The two victims were part of Road Opening Party (ROP) when place, he said, adding body of Kumar will be sent to his native place in Haryana after completion of all formalities. The injured jawan has been hospitalised, he added.

This is further to my letter 'A nuclear warning' (May 22). The total restructuring required of the Indian Army's offensive power, as a pre-requisite of the Cold Start Doctrine, has its own bottlenecks and implications. Restructuring requires demolishing old structures and building new ones. In the Indian Army's case, it will have to introduce new concepts in command and control to ensure independent decision-taking (another pre-requisite of CSD) and freedom of action. To achieve this, field commanders and other ranks down the line have to have certain basic qualifications for the induction of new and sophisticated weapons system.



To acquire proficiency in the use and proper deployment of new weapons is a time-consuming process. It may, approximately, take up to a decade. Perhaps the Indians might have taken into consideration that their army will remain vulnerable during this period of restructuring.

Another ceasefire violation by Pakistan in Poonch, no casualties reported
Pakistani troops started unprovoked firing and shelling in Chakan da Bagh area of Poonch district in Jammu and Kashmir on Monday, exactly three days after their firing in Nowgam sector injured an Indian army officer, an army source said.

The Pakistani shells and gun fire targeted the forward Indian posts in Chakan da Bagh, about 240 km north of Jammu, in the morning, the source said.

This was the second ceasefire violation by Pakistani troops in recent days. On May 24, their shelling injured a brigadier in Nowgam sector in Kupwara district in north Kashmir, he said.

According to the army source, the firing in Poonch started around 7 a.m. It did not cause any loss of life or injury to any Indian soldier.

Pakistani troops also used rocket propelled grenades to target the forward posts. However, in this case, Indian troops did not retaliate, the source said.
