Army HQ sets the ball rolling for a code of conduct
Today, the army is grappling with well-to-do retired junior commissioned officers and sergeants seeking membership of the Defence Services Officers Institute or army golf clubs, or sometimes refusing to stand in queues meant for their rank at the canteen services depot to purchase liquor.

A piquant situation developed at the 33rd Biennial Battalion Commanders Conference of Madras Regiment last April when Arunachal Pradesh Governor Brig (Retd) BD Mishra decided to attend the event at Wellington, Tamil Nadu. A veteran of one of the oldest army regiments, Mishra’s visit needed last-minute diplomatic finesse from the Indian Army as veterans outranking him grumbled over his being given preference (he was, after all, a governor). The function was attended by Lt Gen Rajeev Chopra, the colonel of the regiment, and other major generals.

The incident highlights the tussle currently playing out within the Indian Army on whether, post retirement, an officer or jawan is defined by his rank, or his constitutional, financial or academic status. Today, the army is grappling with well-to-do retired junior commissioned officers and sergeants seeking membership of the Defence Services Officers Institute or army golf clubs, or sometimes refusing to stand in queues meant for their rank at the canteen services depot to purchase liquor.

There have also been incidents where the cleverer officers have hidden their retirement from the law enforcement agencies to walk out of tight situations.

Not to let the divide sharpen further, Army Chief General Bipin Rawat and his other principals at Army HQ have decided to bring in a code of conduct for the Army as only personnel of Indian Armed Forces are allowed to carry their ranks as a mark of respect and dignity, post retirement.

The army brass is clear that a person’s rank in the Indian Army defines him within the veteran hierarchy, not financial or social status. The other option is to give up the rank andcommensuratebenefits and return to civilian life.

While Army Chief Rawat is facing criticism from veterans who do not want any code of conduct, the fact is that Army HQ is already in the process of framing the law in consultation with its legal wing and with punitive provisions built into it.

This, it hopes, will prevent junior officers abusing senior generals on Twitter in crude language and further lowering the dignity of an Indian Army officer. It is this military ethos that ensure that Gen Rawat addresses retired Army Chiefs respectfully as for him Gen (Retd) VK Singh is a former Army Chief first and then minister of state for road transport and highways in the Narendra Modi government.

Army HQ is clear that it is not interested in a code of conduct that acts as an advisory to serving and retired officers but which has teeth – to even withdraw pensionary benefits in the worst of cases. This will work in cases where the officer or a jawan has misrepresented facts before law enforcement agencies to get relief. It has come to the notice of the Army HQ that some senior officers have hidden their retirement when caught by the police or law enforcement agencies. There are others who have misused canteen benefits to purchase excise free liquor for civilians with the worst of them even selling liquor on the sly.

The code of conduct will ensure that a retired soldier can’t be a fauji or a civilian at his convenience.

In a major humanitarian operation, the Indian Army on Friday (22 November) successfully rescued over 350 tourists and local citizens stranded at the Zojila pass in the Union Territory of Jammu and Kashmir (J&K) owing to heavy snowfall since Thursday, reports Economic Times.

As a part of the rescue mission, the Indian Army also provided the civilians with medical assistance, hot food and blankets. It should be noted that the temperature in the region which is situated at a height of over 11,000 feet hovers around minus seven degree Celsius.

The situation worsened as the regions of Sonamarg, Baltal and Nilgrar which lie close to Zojila pass received heavy and unabated snowfall, also causing traffic jams and snarls at several locations.

A part of the critical Srinagar-Kargil-Leh National Highway-1, Zojila pass is presently undergoing a major transformation with the construction of an all-weather 14 kilometer tunnel which once completed will be the longest bidirectional tunnel in all of Asia. The construction project was inaugurated in May 2018 by Prime Minister (PM) Narendra Modi

Indian Army Reduces Sniper Rifles Orders By Nearly 70%, Cites Budgetary Constraints


The Indian Army now plans to buy just 1,800 sniper rifles and 2.7 million rounds of ammunition, much lower than its original requirement of 5,720 sniper rifles and 10 million rounds of ammunition, citing budgetary constraints.

The original order of sniper rifles would have cost $140 million, but the Army has decided to prioritise the purchase of more modern equipment.

Brig Sandeep Thapar, a retired Infantry Officer said: “There is a desperate requirement of the sniper, especially at the Line of Control. However, if the orders have reduced by 70 per cent, there must either be a financial or resource crunch or a bureaucratic delay. Maybe the Army has decided to give the Snipers to the LOC battalions and not the Infantry.”

The 1.3 million-strong Indian Army’s efforts to purchase 5,720 sniper rifles began in February 2018. But the order was scrapped in July this year after four vendors, including the US-based Barrett, Indonesia’s PT Pindad and Russia’s Rosoboronexport, failed to meet the technical requirements of the force.

“I do not understand the government’s thought process. We are unlikely to fight a nuclear war in the near future. However, the Infantry is the queen of the battle which is involved in a day-to-day fight in Kashmir and the north-east. There is an urgent requirement of sniper rifles for the infantry. This will give the infantry officers a lot of confidence,” Retd Maj General Nanjappa, an infantry officer, said.

Plans to purchase new equipment from global manufacturers have also been affected by the government’s desire to meet the needs of the armed forces through the ‘Make in India’ initiative, which aims at boosting local defence manufacturing.

“The process of identifying a weapon that would suit the army has taken a long time as there always remains a heavy requirement of ammunitions at the Line Of Control. We had bought the Russian sniper rifle, Dragunov, back in the 80s. It was pretty heavy, and the range was not adequate. Better weapons were in the market, and slowly we started getting less of that,” Brig Thapar said.

Reorganisation In Force?
General Bipin Rawat, the Chief of Army Staff (COAS) of the Indian Army, is leading the massive organisational restructuring in the force. This attempt to restructure the Indian Army largely includes the downsizing of standing armies and shifting the focus to its ‘quality’ needs of modern warfare.

The initiative is also a response to PM Modi’s $250-billion modernisation plan for the three armed forces. This also marks the first attempt at downsizing the force across combat, support and logistics units.

Pakistan had bought a new sniper rifle which it was using fairly effectively on the LoC. We needed to buy an equally good rifle to deter Pakistan’s efforts,” Brig Thapar said.

“The confidence level of our men fighting is more important today, tomorrow and the day after the battle than to prepare for a battle that we will never fight,” Retd Maj General Nanjappa said.

As a part of the re-organisation, there will also be an increased focus on the Army’s 8000 officer shortfall to 5000 officers. Various options such as decreasing the duration gap between promotions and the recruitment of officers from soldiers other ranks such as Junior Commissioned officers (JCO’s) will be explored. The other objective will be to improve leadership within the force.

This restructuring and reorganisation attempt seeks to downsize the army by over one lakh personnel, leaving the force with greater financial resources to fund equipment upgrades and purchase up-to-date military platforms.

General V.K. Singh, the former Chief of Army Staff, had stated that these changes would ‘reorganise, restructure and relocate’ formations in order to achieve enhanced agility and lethality.

“This is a step in the right direction. The Army has been thinking about cutting the tail since the early 80s,” Brig Thapar added.

Defence Ministry plans product testing facilities for MSMEs
The Indian Army has rescued more than 2,500 tourists stranded near East Sikkim’s 17th Mile area, close to the India-China border, due to heavy snowfall, officials said on Saturday.

The tourists were returning from Nathu La pass and Tsomgo (Changu) Lake on Friday evening when snowfall in the region blocked roads, leaving over 300 to 400 civil vehicles stranded at various points on Jawahar Lal Nehru Road, East Sikkim District Magistrate Kapil Meena said.

He said the army immediately swung into action and rescued the tourists. They were then brought to a camp in 17th Mile area and served food and medicines.

Arrangements were being made to transfer the tourists to the state capital.

“#IndianArmy rescued more than 2500 civilians stuck in more than 400 vehicles around Nathula, Sikkim due to heavy snowfall. All were provided food, shelter & medical care last night,” the army tweeted on Saturday.

As of now, no tourist vehicle will be allowed to ply on Jawahar Lal Nehru Road on way to the border region, the DM said, adding operations were underway to clear snow and restore road connectivity.

Families of security personnel from all the three services killed in action can now retain their government accommodation for a year.

Defence Minister Rajnath Singh approved the proposal to extend the period of retention of government accommodation for families of battle casualties from all the three services to one year from the existing three months, a statement from the Ministry of Defence said.

Kudos! Indian Army Just Built A Road Completely Out Of Plastic Waste In Guwahati

Plastic waste generation in our country remains unabated and if we don't act on it, it might threaten our future. The Indian Army on the other hand is setting a great example in making the most of such plastic pile-up in our country and putting it to greater use.

Indian Army's Military Engineer Services is undertaking a pilot project at Narangi Military Station for road construction utilising plastic as partial substitute to bitumen. Approximately 1.24 MT of waste plastic has been used to construct a road using the technology.

Well as per veterans in social media . There is 3 year time given for soldiers family who die in duty . What Ranjanth did is this has now been extended to people for battle injuries also.

He has never been in the army or affiliated with any armed forces and is committing fraudulent activities by impersonating a member of the armed forces and I urge you to investigate this matter further.

I am very concerned and am trying to find the proper authorities to investigate this matter as this civilian has acquired army identification to gain access to privileged areas and has been stealing benefits intended only for army personnel.

Walk to your nearest police station and file. Glad you are being so vigilant.

But do keep in mind that this is a matter for authorities and Posting someones private number on the Internet is bad form.
