who cares what IAF buys. If other airforces in the world buy F-21 with Lockheed's marketing, it's $$$ going into our economy and demand for rupees going up.
IAF is not against GoI or LM, they can assemble f16 in India and sell to any country including pakistan. Its their issue, and not IAFs, IAF only want 180 eft or rafale, and don't care about its production country or offsets etc.... or tot ....etc. LM can build f16 , f35, f22, etc in India and IAF don't care.

what can he do?..order more rafales?..that will take more than 3 years for first deliveries to arrive?...tejas mk2?..stil years away.....only option is to order more tejas mk1a and ramp up its production ...order for more su30's and migs would have been great but with the current situation that too might not be possible....both govt and IAf has been digging this hole for a long time now.....
