It means that no matter what, the Govt is serious in keeping population down so that the benefits that the State can provide is to a larger number than if there was a very large population and growing.
So, it would be wrong to assume that if you are an employee of a private concern, then you can have more than one child.
Farmers are also allowed to have more than one children as has been mentioned by one poster?
Now, if the farmers have more than one child, there will be no guarantee that they will work on the farmer when they grow up and get educated and go to find some non farming jobs.

Remember, not so long ago- at the start of this last decade infact- China was in the same position India is in.
In fact, despite China being in that same position India is in today not 10 years ago- it did not have nearly as highly developed tertiary telecommunications, pharma, financial or entertainment sectors as India has today.

Including how India is dragging Vietnam out from under your feet, giving you heated competition for resources from Africa to Afghanistan and leading maritime ocean groups that patroll some of the vital shipping lanes through which you transship your goods.

India today is in much better shape than China was in 1999, and that is something to speak of.My opinons is that China and India are not in the same league, thats why the average Chinese always laugh at the stupid idea like Chindia or whatever attemps that associate india with China, for the average Chinese, the only goal is to replace the US, and few, if any at all, takes india seriously or believe india is in anyway being equal weight as China.

Obvioulsy you ignored such huge gap between what Chinese bought/produced in 2000 and India does in 2012!
