This would happen if we capture a large landmass like the way Pak did to us in Kargil. That would be bad move. But if we deny them access to certain peaks across LoC, and over time Pak army deserts them due to repeated casualties, Pak wont make it public. Its a cost they are willing to pay. As they would think, they could recapture all of J& K in a full fledged war with India( hypothetically). And this is what IA is doing presently. Keeping the deniability/ sovirginity intact.

One problem with this thesis. Porky can't declare war because they neither have money nor arsenal nor determination to fight one.

The whole reason for using terrorism and non state actors is that because porky can't fight directly. The whole reason for warning about nuclear war is because they know the weaknesses of their conventional forces.
