No sir ... those may sometimes or mostly not be strategic targets...Strategic targets are any installation, group of buildings, vital installations such as factories, railways, oil refineries, electric power stations etc that are essential for the production and supply of materials considered vital to a country's war-making capacity and singled out for attack.
However, due to their accuracy, PGMs are also generally used against com centres, ammo dumps, troop concentrations, missile batteries, destruction of gun positions, force HQs etc and in our case, Jihadi training camps too.
