I think Shekhar Gupta is on point: whenever Delhi is faced with a big problem in Kashmir, it sends either former bureaucrats or former senior officers from the Police or Armed Forces as governors to J&K. Delhi sending a politician now as governor means that it wants to re-start the political process within J&K (legislative assembly elections, etc). If Abdullahs and Muftis want to stay away from the process, it's their loss, because it will be a clean sweep for the BJP.
