Agree, but that s the reality part. There are posters here who keep whining about winning perception wars. Agree that propaganda has a part to play. But its usually done to mobilize public opinion towards and incoming war, forms a narrative that war is necessary so that public gears up mentally, emotionally for the human/economic sacrifice any war requires. But apart from that is it necessary to win perception wars all the time? When Govts take action its the action itself that shows its intentions which shld be sufficient to form a positive perception in public. Otherwise inaction or status quo is the safest way forward. For example, post the 26/11 Mumbai attacks what did the UPA Govt do. Zilch. Were they not worried about winning elections or perception wars. Infact they tried to justify their inaction. The Hindu terror bogey is a separate issue here. So when Govt decides to take punitive action against the enemy in return for an attack such as Uri or Pulwama the action itself speaks for itself. There is no further perception to be built. What if similar to UPA Govt, Modi Govt too had gone for doasier diplomacy, endless talks etc after Uri or Pulwama. Then he would have surely needed a lot of perception battles to be won.
