Negetive List must include :

* IAS to be banned from entry in MoD.
* IOFS - the lowest rung allied Services must be banned and management of Ordinance factory given to professionals.
* Corporatise and privatise Ordinance Facories.
* Disinvestment in all DPSUs
* DRDO must be detached from MoD and put under ministry of Science and Technology.

* Pensionary liability should be given to Ministry of Welfare
* Separate Capital acquisition from Non MoD indigenous sources,

Agree with all of them but 2 points:

1. Banning of IAS and as a matter of fact other bureaucrats is not the solution. It will create more problems. The bigger issue is the need of specialization which needs civil service reforms. Mind you. You cannot run a ministry without IAS. MoD does not work as a standalone agency. It needs integration and cooperation both vertical and horizontal with other ministries which is where IAS come in.

2. Ministry of personnel, public grievances and pensions is more apt. There is no such " ministry of welfare".

Artillery is the single largest successful indigenisation kind courtesy Dunda given to OFB to open up Bofors blueprints... With Kalyani, TATA and L&T developing capacities ... all 3000 plus 155mm gun hows can be made in India.

T-90 being assembled/made in India is sufficient to meet armour requirements. Indigenous solution needs to be found for replacement of T-72 in due course with Vajara assembly line or redesigning and reconfiguration Arjun project. Arjun must be closed down as soon as possible.

Light tanks and whaps must be made in India and the Spurt can be used to bring down prices of Indigenous products.

Except for a few requirements of SOF, all assault rifles mainly AK-213 and Sig Saur as also Caracal must be made in India by private industry,, or by converting INSAS TAR and other useless assemblies..

After adequate numbers of Apaches. let HAL keeping fudging around... I did not see NUH and Neval Helicopters in the negative list ..so that is good news..

The negative list does not include ATGM ... so let Armed Forces buy those till Nag Devata Prashanna Hon..
