Months after cancelling deal with China, India acquires heavy cranes for Chabahar port

Following a fresh tender for cranes with 65-tonne capacity, the equipment was procured from a Western company and is now expected to reach Chabahar by next month, people familiar with developments said on condition of anonymity. They declined to give further details in view of sensitivities linked to US sanctions on Iran, though Chabahar port has been granted a waiver.

The people further said the Iranian side had made a request to the Indian government for railway equipment, including locomotives, signalling gear and equipment for railway stations, to bolster operations on both Chabahar-Zahedan and Khaf-Herat railway lines.

The Iranian side has suggested this equipment can be provided by India under a $150 line of credit that was proposed some years ago, the people said.

The war office has both , military officers with executive powers along with sir Humphreys too (watch yes minister ).
But in india we have got where generals are mere advisors to omnipotent , omnipresent babu who is all knowing and consequently the mighty indian army , which the british doted was reduced to begging to Babu's of bureaucracy who's forte was administration and for whom everyone else was a " advisor ".
The begging of a once proud and mighty army , who could literally shake any enemy failed to wake up neharoo from his slumber and basic necessary items like ammunition was said to be not so important , for our wooly head Chardonnay socialist prime minister Mr neharoo didn't and Mr vengalil krishna menon , our "monster" of defence of 8 hour speech fame at un general assembly , didnt see any merit for these excessive demands which asked only proper clothes and some ammunition.
The times magzine wrote that " indian army needs every thing , except courage of which has more than enough "
Of course by then the hostilities at the N.E.F.A frontier and aksai chin was occupied by the people republic of china and we the indian nation were comfortable in blaming the army for the disgrace full loss of 1962 war of which army is not at all in any capacity responsable.

There is a reason for this. The stupid politicians thought that Indian military will stage coups just like their counterparts in porkshitstan. So, they deliberately put a giant wall between civilian corridors of power and military HQ. In 1947, everyone and their mother were suspicious against everyone else. Nehru's weak leadership and penchant to play excessive appeasement politics caused various power centers that caused chaos in decision making. Excessively relying on outdated IAS/IFS style bureaucracy for everything instead of practical field leaders in military, business, law etc. resulted in several bad decisions and strategic failures. From 1947-1991, such policies led to untold miseries for people and even earned a derogatory term "Hindu rate of growth" for our economic policy. If outside the government agricultural experts like MS Swaminathan were not roped in to tackle the famine in the 60s, the IAS babus would have effectively killed off millions of people similar to CCP's great leap backward.
Overall, our IAS/IFS system has been a giant failure and never were able to become real experts in their domain, thanks to constant transfers, no exposure to advanced global practices (foreign travel for babus citing poverty politics was heavily curtailed during license raj), pretty much sealed our fate as the country was run by poorly trained and badly experienced babus with no access to experts (again fear of experts becoming more valuable than IAS babus scuttled such interactions). Defence ministry suffered terribly under these non-expert IAS babus who were fearful that military officers would become a power center. And our nation lost its edge.
