I don't think it is going to matter much, as the Navy is going to be involved in SCS, and Afghanistan will see Army and Marines. As for funding, there shouldn't be a problem, as this is the United States of America we are talking about.

Hopefully, we get more leverage over political matters and development works inside afghanistan which otherwise would get controlled by pak and china through their talib proxy.
The void will make it costly to us ..literally.
also when we look at the connectivity to central asia, we need Afghanistan in our fold and secure.

in SCS our naval assets will get much more strength when combined...that means keeping the IOR open for trade on a rule based engagement which china always mess up.
Since we are reaching out and extending our range of operations to the many island nations and others which are very important to us, we need to be sensible with our realities till we can do things on our own.

Fresh jungle warfare tours do indicate that the US is getting ready for the contingency where its troops are needed in places like N-E, Myanmar, or even across "settled" borders of chongland with Vietnam.

Vietnam has done more economic damage to chonggua than QUAD ever could. There's been easily $1-1.5 trillion in flight of capital to Vietnam over the past 2 years, and PLA generals who proxy-own heavy industries are more scared of Nam eating into their bottom-lines, than they are of the US-China trade-war.
