Most of them are talking out of their hats.This entire theory was busted by other generals who served in army at 1987 . This was one old mans personal rants against another general .
When the author is Su Si we can take it down with truck load of salt . Always trying to create a nice controversy . Su Si was smartly trying to exploit the current standoff using this example saying if COAS and CDS are not ready to fire shot then Corps commander on location should defy them and do what he feels best .Basically trying to sell his snake oil that their is anger on ground and differences between ground commanders and Top generals , Sadly being a dumb presstitute he could have picked a better topic rather trying to give more weight age to old man rants

IB's seasonal patrol (SIB) was Fu***d by the Chinese when they occupied forward slopes or rather a Nullaha edge campsite two seasons earlier than Indian operations were mounted.
Indian counteraction was deliberated but the only thing was that IB and MEA did not know anything about it. One day one battalion fully practiced and rehearsed jut marched up Lungro La and occupied the ridgeline and the Camp site. That is what became an ego issue subsequently and MEA /MoD bureaucracy managed to fill the ears of Rajiv Gandhi. That became a life threat to great Gen Sundarjee.
The occupation of Wangdung had happened under the garb of Exercise CHEQUER BOARD which was a sort of continuation of BRASS TACKS in Eastern Command.
Lt Gen Tich Sharma was indeed in the theatre and was on the target of MEA bureacrcy but could manage to become the COAS because of his strong family ties with the Gandhi family.
It is many years down the line (33 years) and I take that many things could become clearer now to put things in correct perspective..
