Say whatever, Bangladesh managed to vaccinate >50% of their population with atleast one dose of vaccine. While their former rulers the Pakistan have managed less than 40% till now.

Seems like a good design main artery road feeding several Conjugated roads that intern feed other block level roads. Police station already planned and are spaced at equal distances. Central blocks are purley administrative. Foot path are already designated. Road diversion are circular so that there is no need of stopping the traffic.
Food water is most likely going to be collected in dedicated pipeline and dumped into the existing small streams of the city.

They plan a lot of things but implementation is always the issue; especially with big ticket infra projects. Have a look at the cost per km of Dhaka metro rail.
