They're trying to brush this under the rug. MEA and GOI at large still have the same old 90s mentality of sending people out for the sake of remittances, regardless of the treatment or discrimination. The Taiwanese have provided no assurance that they won't have a race based policy with India, even after the Minister "apologized".
In fact one guy I spoke to who's involved on the govt side retorted "we don't have enough jobs here, if 200,000 people (Taiwan+Israel) are getting employed then it's good!". That's the mentality.
Granted India isn't the Soviet Union, so we can't prevent our citizens from going out, but when you're making G2G agreements on labour mobility, then there has to be some assurance of treatment of your workers, protection against discrimination, not being openly racist in hiring process etc. None of these were ever priorities for MEA. Did GOI make one squeak in 30 years about the abuse and death of Indian labourers in the Gulf?
How will this be worked out practically?
Racist preference can never be made part of any G2G agreements.
Maybe the Taiwan embassy will employ recruitment agencies in Aizwal, Imphal, Itanagar, Gangtok & Shillong who will provide them with the "desired list" after filtering?
What will happen if any mainland Indian or a group would want to know why his application was rejected?
The racist preference of course won't be part of any written agreement, but as you mentioned it can be practically done on the ground through selective hiring and geography based recruitment.
Even assurances against racism can't be written down, as that is almost an accusation, but it can be an unwritten understanding between the two foreign ministers and labour ministries. That understanding I can tell you has not occured, nor is it much of a priority for our MEA.
There is nothing a non North Eastern Indian can do even when discrimination is obvious, as Taiwan's immigration policies have nothing to do with Indian law and do not fall under our jurisdiction.
