HAL fast-tracks indigenous light combat chopper project

NEW DELHI: Seeking to fast- track indigenous attack chopper production, the state-owned PSU HAL has invested over Rs 150 crore more for building another two prototypes of the Light Combat Helicopter (LCH) which will help in early completion of the programme. "We have invested Rs 150 crore more in the project to build two more prototypes of the LCH which will help in advancing the date of Intial Operational Clearance (IOC) from December 2015 to September 2015," HAL Chief RK Tyagi told PTI here. He said with the addition of the two new protoypes, the testing of the programme would be fastened and the programme would be reviewed further to see if the IOC date can be advanced further. The LCH is an indigenous attack helicopter development programme and the chopper is planned to be inducted into the IAF and the Army. At present, there are two prototypes of the LCH-- the Technology Demonstrator (TD1) and the TD2. "Two additional prototypes (TD3 and TD4) are planned to reduce development time leading to IOC. TD3 has been built and has commenced ground runs from September 7 and the TD4 fabrication is under progress," an HAL official said. A total of 175 flights have been carried out on TD-1 whereas the second prototype has carried out more than 205 test-evaluation flights. "The next phase of activities are focused on integration of mission systems and weapon systems. Technical and commercial discussions are under progress with respective vendors," the official said. The two prototypes of the helicopter had taken part in the last edition of the Aero India show and had also flown in the Iron Fist exercise in Jaisalmer last year.

This is great. There was no news on TD3 and suddenly i am hearing that TD3 is already built and commenced.Looks like DRDO and HAL guys are now turning around tables.

Has anybody noticed that comments of CAG on HAL where they record that HAL wasted Rs 1100 crores paying for Shakti Engine technology and got nothing in return. Note the present value of Rs 1100 crores would be around Rs 1600 crores due to USD appreciation.

Hindustan Aeronautics Limited
(HAL) signed (January 2003), a Cooperation
Agreement (agreement), with
Turbomeca, France (TM) at a cost of
`878.08 crore for co-development and
indigenous production of 320 Shakti
engines in five phases (0 to 4) by 2013.
The assembly kits for various phases were
to be supplied by TM at the agreed prices

subject to escalation (with 2002 as base
year) valid up to the year of delivery.
Audit observed that even· after more than
a decade, the self-reliance in manufacture
of an engine to suit requirements of ALH
has not been achieved as envisaged.
The
need for variants of engines to operate at
different climatic conditions and altitude
was not foreseen leading to frequent
modifications requiring more investment
in terms of time and money. HAL had to
bear additional burden due to the failure of
TM, indicating undue favours extended to
the foreign partner in the development and
production of Shakti engines. Failure to
ensure compliance to offset obligation
by
the foreign collaborator has so far denied
an opportunity to the Indian industry
to contribute towards self-reliance.
Acquisition of additional technical knowhow
without optimal usage of free technical
assistance has further contributed to extra
cost on the project.
Thus, inability of HAL to absorb the
technology and non-assessment of the
available in-house capacity to manufacture
Shakti engines
impacted timely induction of
ALH into Defence forces and also resulted
in avoidable extra expenditure of 204.27
crore to HAL.

This CAG report is from 2008 right? That was just before Mk3 went into production. Most of the problems of Dhruv were solved in Mk3. Current Dhruv flies with Shakti engine.

This CAG report of Shakti engine, pls read first line and even in very recent interview HAL Chairman has said that they are doing no manufacturing in Shakti engine.

Turbomeca has got a windfall deal from HAL in Shakti engine. They used HAL money to develop various variants and most conveniently even after 25 years HAL has not started any manufacturing at all for the engine. India needs around 1000 to 1500 engines for ALH, LCH and LUH but HAL is just happy doing screw driver giri. Now the moot question is who is benefiting from such sweet heart deal??

After ALH, LCH To Have Mistrals, HAL-MBDA Sign Up,Integration To Complete In 2016

Hindustan Aeronautics Limited and MBDA signed a contract for the short range air defence French missile, Mistral to be incorporated on the HAL-built Light Combat Helicopter (LCH). the deal was signed 15 days ago. The initial contract is for 100 helicopters, could increase later. The primary function of the missile is air-to-air, and secondary is air-to-ground. The weaponised Advanced Light Helicopter Mk-IV army version 'Rudra' fitted with Mistral missiles was handed over to the Indian army in Feb 2013, during the last Aero India. Each LCH will have 8 missiles. The integration will begin in December this year and will be completed in Jan 2016.
