thanks. I read a tentative price of 14.5k, but no clarification/announcement from AMD itself on this. am in a dilemma whether to straightaway buy a Zotac GTX950 for a friend (got 2 very good offers y'day), or wait for the 470.

You also need to keep in account that newly released hardware will always be 25-50% more expensive. You also need to factor both the companies will release high end or enthusiast level hardware first. Budget range will be released 2-3 months latter. Also not to forget you won't have a proven full proof system in beginning. It takes 3-6 months for system to mature and have stable driver support.
The grapevine in the hardware industry hints at AMD Zen architecture to be competitive not the best in gaming machines/ servers bringing completion back to the segment after some 7 or more years.. so things are heating up bet Intel-AMD- Nvidia.. have a look at sits like wccftec

but intel will be a better performer(new architecture---kaby lake,proven processor series and stuff)

i think its better to wait for it
ANANDTECH AND OTHER US SOURCES SAY the RX 470 will be priced somewhere around $150-$160(10k-11k)so we can expect it to be priced somewhere around 14k-15k in india
so lets wait and watch

Actually its to early to tell but AMD is expected to enter the market with bang.
You should also that their won't be much improvement in performance between Skylake and Kaby Lake. Kaby Lake will include heavy process (silica) optimization only. Also remember only Windows 10 will be supported on Kaby Lake.

performer is a very fluid term... performance per cost is more effective .. price wars or competition makes it better for consumers like us

Filling in the blanks:
COOLER: cooler master hyper 212x or Intel BXTS15A
RAM: Corsair Vengeance LPX C14 kit 2400 MHZ (has lower latency compared to C 16 kit of same frequency)
PSU: Corsair VS 550 (there is no point in going for 650 watt or higher)
GRAPHICS: Price of GTX 1060 has come down considerable, you may consider this
SSD: Samsung 850 EVO

Few questions and suggestions:
Why i5 6600K, why not i7 6700 if you are on tight budget? i7 is always higher binned compared to i5, locked processor generates less heat and ships with it's own cooler.

I would recommend Asus or Gigabyte branded motherboards. MSI MBs have reliability issues.

No need for i7 if the need is only gaming, you see i7 6700k and i5 6600k are essentially the same CPU with i7 having 4 extra threads which won't be required if you are not into Video Editing and rendering, if the motive is just gaming with all eye candy get yourselves a good GPU and stick to a i5 6600 and not the 6600k because 6600 comes with the stock cooler and you won't need an aftermarket cooler unless you are planning to overclock and stuff. You should get yourselves an RX480 with custom cooler design from MSI or Asus maybe a strix one with 8GB of memory, the reason behind that is because RX480 is future proof, you see, most of the games that would be coming out in coming years are gonna be DX12 games and RX480 outperforms even GTX970 or GTX1060 in terms of DX12 plus you'd get an option of crossfire and then can generate performance equal to a GTX1080.

I also have to upgrade my PC , and I want to do it under 15k, can someone suggest a mobo+ processor+ ram combo within 15k.

I basically use it for my office work I.e. Ms Office, video play plus light gaming, so I won't be buying a gaming combo.
