EMPANELMENT OF DPSUs/OFB/INDIAN INDUSTRY/CONSORTIA FOR PROJECT FUTURISTIC INFANTRY COMBAT VEHICLE (FICV) 1. BRIEF ON PROJECT FUTURISTIC INFANTRY COMBAT VEHICLE (FICV) General The Ministry of Defence intends to undertake a design, development and production project for procuring the Future Infantry Combat Vehicle (FICV). This project will be executed as a ‘Make’ project under the Defence Procurement Policy 2013. This notice seeks response from those Indian industries which have the necessary capability and are willing to participate in this project. The FICV will be a system of system project, with advanced operational capabilities based on challenging technologies in the fields of automotive, armament, opto electronics and armour material.
The FICV 2. The FICV is intended to operate in all terrain configurations within the country, as well as in areas of our strategic interest outside the country. The FICV is intended to safely transport mechanized infantry to critical locations in the battle field, provide support to cover their dismounted operations and destroy enemy tanks and other weapon platforms. The salient operational capabilities of the FICV are as under
(a) Fire Power. (i) Should be able to destroy enemy tanks at long ranges. (ii) Should be able to destroy enemy ICV/APC, soft skinned vehicles and infantry soldiers with accurate cannon & machine gun fire. (iii) Should be able to destroy/damage significantly field fortifications. (iv) Should have significantly enhanced armament to provide direct fire support to the dismounted infantry. (v) Infantry stick should be able to fire from sides and rear while mounted. (b) Mobility. (i) Should have matching mobility with all current and Future Main Battle Tanks over all kinds of terrain. (ii) Should have amphibious capability. (iii) Should be transportable by road, rail and by in-service aircrafts of IAF.
(c) Protection. (i) Should be able to transport a combat mechanised infantry section along with crew of three.
(ii) Should provide all round protection from small arms fire and medium artillery splinters and provide protection from direct cannon fire in the frontal arc. (iii) Should provide protection from under belly mines and IEDs. (iv) Should have active and passive protection systems to include stealth and signature management technologies. (v) Should be able to operate in NBC environment and protect the crew and stick for at least four to six hours. (vi) Should be able to generate smoke on its own to hide its own mov.
(d) Communication. (i) Should have arrangements to communicate on two to three radio nets. (ii) Should have intercom facility for the crew as well as the stick. (iii) Stick should be able to communicate with the FICV when dismounted. (e) Navigation. Have an advanced land navigation facility based on GPS and/or Inertial Navigation System. (f) Repair & Maintenance. It should have a high mission reliability and facilitate easy repair and maintenance under field conditions. 3. Technical parameters. The tentative broad technical parameters of the FICV are as under:- (a) Portability. The FICV should be capable of being air transported by the in-service aircrafts. It should also be capable of transportation by broad-gauge railway, existing tank transporters and by in-service LSTs. (b) Amphibious Capability. The FICV should be amphibious and have positive buoyancy without any external aids with full comb load. (c) Operating Range. FICV should have minimum 400 km of range of operation without external fuel tanks. (d) Fire Power. FICV will be fitted with following armament:- (i) ATGM. All weather, day night 3rd Generation ATGM. (ii) Main Gun. The main gun system should be capable of firing different types of ammunition. (iii) Automatic Grenade Launcher. (iv) Medium Machine Gun. (v) Integrated fire control system with requisite sights with complimentary DRI ranges. (e) Protection. The Future ICV should have adequate protection to withstand the increased lethality of the battlefield through current proven technologies. (f) Carriage Capacity. The FICV will carry a crew of three and a stick of minimum eight personnel with combat loads.
CRITERIA FOR SELECTION OF APPLICANT /FIRM The criteria for the selection of applicant/ firm for Project FICV shall be as follows:- (i) Public Limited Indian Company registered for minimum ten years with foreign holding not exceeding 26% excluding FII. (ii) Companies with Capital assets in India not less than Rs.100 crores and turnover not less than Rs.1000 crores for each of the past three years. (For this purpose, the group of companies engaged in manufacture will be treated as one company). (iii) A minimum credit rating equivalent to CRISIL/ICRA - “A”. (iv) Company with consistent profitable financial record showing profits in at least three years of the last five years and with no accumulated losses. (v) Companies with established track record in engineering (including software) and manufacturing for real value addition. Not a trading company/agency. (vi) Companies with established R&D Base or willing to invest in R&D as decided by the Regulatory Authority. (vii) Companies with units/divisions with established Quality Control System meeting various quality certifications and standards as laid down from time to time. Current standards should include ISO 9001 & ISO 14001 and preferably ISO 18001 also. (viii) Companies with security infrastructure meeting relevant requirements authorized by Government agencies. (ix) The company shall possess a licence/LOI for production of Defence items in accordance with the amendment to the Industries (Development and Regulation) Act 1951 (Notification No.S.O.477 (E) dated 25th July 1991) notified by the Government vide Notification dated 3rd January 2002.
