In all the years I've been keeping track of their ramblings, not once has a journalist or "analyst" from their side come to the obvious conclusion to fix their relations with India:

Stop all terrorism against India, and pointless denial of said terrorism, then give it a year or two. Relations will become normal. We can even accomodate their ceremonial UN speech about Kashmir annually, as long as there's nothing more to it.
