Sometimes the policies of other countries will have a detrimental effects on another country. This is one such policy. Rice is a water intensive crop. If you are producing rice for your own domestic consumption then that is fine. However, if you are exporting it then you are not exporting just rice but also water. If your country has surplus water with frequent rains every year then this would be a boon for exporters. Otherwise it will be a disaster. Pakistan is a water deficit country. Imagine if more countries want to import rice produced in Pakistan at zero tariffs. More farmers will jump on the bandwagon and will plant rice over any other crop. This will make water crisis worse and increase import of other crops.

With the rate at which their military is capturing arable land for housing projects and with an ever increasing population their entire country is on the brink of food shortages in future.

A balkanised Pakistan won't have a unified strategic depth and a significant military what it has today regardless of whether breakaway countries choose good or bad relations with India. They will be like BD or Nepal where India won't need to pay attention.

Having no Pakistan will be a huge advantage of India as a good amount of military power can be utilised in putting pressure on China, increasing patrolling and concentration in security system of middle east and have a route in central Asai. Though, breaking Pak on just military power will cost India a certainly huge amount of capital, relations and global goodwill.
Success won't be a guarantee given a hostile China and antipathic US.
