1) To annonce a partnership is one thing. To have the political GO to transfer know how is aonother. You all know that USA, and specially the Trump USA are not keen to any transfer. Remember : America first.
2) Rafale beat F18 and SH18 easily. In dog fight it's now wordwide known (even if the contrary was said at the beginning), and in BVR Rafale is stealthier, has a very effective radar (the combo RCS / radar range is better for rafale, despite the big SH18 radar, because SH18 is stealthy as a truck), and now the best missile of the west.
India don't want US fighter. That's why they ordered other (good) US weapons such as P8I, Helo, drones, so as to give some biscuits to uncle Sam. At the end No fighter. Because US fighters always come with a leash (ask Egypt and UAE)
Will Boeing set-up a plant in India for the F-18SH Block 3 only for 57 carrier aircraft no. Neither is D assault setting up a line for Rafale at 36 aircraft. Only an idiot would. If the order book goes over 100, one can easily expect a local assembly line. Let's see what transfer has Dassault made for the Rafale. Apart from some nuts and bolts. Let's see what grand manufacturing the French will offer for a bigger deal.
The US has set-up more assembly lines than any other fighter jet manufacturing country so their record vs your claims mean nothing, akin to a fly farting in the wind. Even with 57 aircraft for the IN, one can easily expect local manufacturing much the current Rafale on the Super Hornet. Offsets are part of every deal.
Indian AF openly tendered and compared the 6 fighters and the two were down selected for various reasons. Same case IN has sent out the RFI for the Advanced SH and Rafale. There will be trials and best aircraft at the price will win. If it's Rafale, good for you, else good for the US. Just hope IN doesn't kick the Rafale out because it's wings can't fold.
The forces have no qualms buying US including fighters if needed. As far as IAF, IN and IA are concerned, militarily US is an ally. There has been more work on inter-operability with the US than another country in the last 20 years.
Expect a massive order or armed drones, P-8Is, Naval helos, attack helos and fighters too.
