Did you even read the article, these types jump around too much. A more saner opinion. It is what I believe is what most likely going to happen. DRDO chief or someone from DRDO will head DTC and DDSTI(Indian equivalent of DARPA)
PS: By head I mean the secretary, the chairman will be the PM.

That is on the suggestion of dtc, dsti will perform it's operations

But what's this nonsense that is asking why should drdo be involved in less complex systems
Then how can we become atmanirbhar if drdo will only work for strategic systems
No need to invest in drones or guns or artillery or pgm or other non strategic systems according to them and be import dependent on foreign country with sticker of assembling where even screws are being imported

The reform is this. DRDO will be under the DDSTI which will be under MOD and work like DARPA. This department will be staffed by scientists from DRDO and other government organisations.

DDSTI will be headed by I technocrat, I think it will be either someone from DRDO or the DRDO Chairman. Why because from where else does the government get such a technocrat, right now the DDRD secretary is also the DRDO chief.

This person will also be the secretary of DTC. The DTC will be a council headed by the PM and vice-chaired by RM and NSA. It will have other members including service chiefs, CDS, National Scientific advisors and industry representatives. This committee will decide what technologies will be developed by whom. They will assign DRDO projects they will work on.

As in DRDO cannot pick up projects on its own. It needs the permission of DTC.

Now these clowns will catastrophize this situation by saying DRDO has no Representative on DTC, which can easily be fixed if the DTC secretary the most important member would be the DRDO representative.

Completely incompetent management and leadership. China was developing and deploying suvh rockets near Indian border for last decade and suddenly when there is war scenario DRDO/IA realises need for light tank and long range rockets and rush for them.

This needs to stop asap. Be proactive not reactive.

They need to hire pros from IIMs as consultants or hire some people from industry. Govt orgs hate Project Management, but they need it more than anyone else.

They are bigger fakes than babus. Techno managerial person who has done good research and has good leadership skills must be selected. Put that guy into project management course if needed and get the next rank of leaders created

People with Systems Engineering are Lacking. Like those of Kelly Johnson of LM. We don't lack people with knowledge in each department but we lack people who have sound knowledge in Systems Engineering and Wide-domain expertise along with strong enough Managerial talent to gather those and make them work together. They won't call Kelly Johnson a organizing genius easily. Luckily some how or other we had Kalam in Missiles and we were certainly somewhat independent in Missiles segment. We need another Kalam for our Aircrafts.

We also need people high in position who don't lack domain knowledge but have strong courage to rebut armed forces on their magical fantasy features imaginary weapon with budget of chaiwala. They need to tell them to get their specifications right otherwise we will be chasing wild goose on whims of them only to be scrapped later like those rifle or submarine deal.
