For a country like size of Armenia archer is the best choice. Cheap small and quite descent sensors, visionics for reconnaissance & surveillance.. also capable guiding munitions by laser..
Empty weight - 720kg
Payload 95kg - enough to carry 2x atgms(hellina) or
6x cheap NAG derived MPATGMS (integrated and tested)which can penetrate 660mm-710mm armour.. they can get even cheaper samho. On it in similar numbers...
With endurance of 12-15 hrs,
They shall exploit the platform with integrating samho.. if not expensive hellina.. this nations have 5km range from ground they will surely have quite good range from high altitude..
They shall make it in Armenia in large numbers..
I don't think it will cost more than 2-3 crores apart from sensors and communication devices nothing is more expensive..
