IDRW is an extremely unreliable site, anything he says should be taken with a giant pinch of salt. I would wait until a more reliable source comes out. Moreover, there's no opposition from their congress, their congress has already approved the deal back in August itself.

Congress may have approved the deal but it is the State Department that is gumming up the works and holding it up.

Yes, NSIL (New Space India Ltd) and Antrix ltd are two PSUs under Department of Space to work as commercial arm of ISRO, leaving the organisation to focus it's energy on the Science and exploration part.
