It is more than 90% of the DRDO manpower which is involved in Project Management. If you see the realization and even production supply and customer clearance of big Projects like MRSAM for Air Force (being done by RCI-Hyderabad), Air Borne Early Warning Radar (being done by CABBS), PINAKA system (being done by ARDE Pune) are some of the examples where the Production/Delivery to the User is also done by DRDO Labs. Apart from that most of the DRDO is involved in realization and proving (including long duration of field trials) of first off systems of Missile, Radars etc.
Hence, an organization which should be doing design, simulation and analysis of latest and future generation systems and concentrating on Future Technologies is only busy in procurement, fabrication, quality control, testing, field trials and customer clearance of prototype systems".
This para sums it all up. Its like an "All hats & no cattles" type situation.
DRDO is great for product development, but atleast from prototype fabrication, we need a corporate body. Because apparently the Sub systems suppliers treat DPSUs as 'cash cow's' & try to milk the most out of these sarkari agencies.
NDA has done a great job in reducing corruption in Defence procurement. But we need bigger reforms in our weapons development & procurement process, this bureaucratic red tapism is killing our defence industry. Tejas M2, AMCA all have fallen prey to the same problem.
