You are underestimating our people ingenuity to cheat through system. Did you know on most RTO , driving test is automated but still people pay for driving licenses.
The problem is our political class is without ambition and dumb.it does not take any action or they are unaware of what is happening. Where are the beruacratic reforms ,why is it so hard to fire these upsc clowns.

As per Bureaucracy is concern the changes are happening, from a know relative working in IT there are lot of scrutiny of Officials after Baba took charge from 2014, nowadays babus cannot sit and go without consequences. Baba pretty much expecting performance and failure to do so will be moved to some useless department.
With lateral entry we opened ministry to people with expertise, as long as they are not backtracking it soon someone will try to work for the ministry.
Even the laziest ICF who churned out crash boxes for decades now forced to build trains that can run at 200 kmph. ICF is notorious for lazy work ethics. But for the first time before our eyes these guys are working for their first time for an indigenous products. Because Ashwini vaishnaw came as Railway minister along with sledgehammer to deal with ICF.
If our OFB started to pull back all shit together then this will be major change in work culture, then again the big turn around.
Remember how politicos steal money via cash outs for Central government schemes. BABA sledgehammered them by introducing them by DBT. Now people who never thought they will receive anything from Government started to receive money for the first time. This significantly reduced the corruption.
Things are changing but it will take time. May be we can contribute some way for the welfare of nation.
