Why is DRDO so inefficient in developing and operationalize weapons because it is mostly administered by IAS officers right from it’s beginning days. These officers operated on their usual training of touching every base before giving a go ahead. In this, a year or two delay resulted. An idea was lost to posting and transfers, loosing interest in the project and senior officers wishing the credit scuttled the project.
Some mindful directors at DRDO at times bypassed the inefficient bureaucracy and built missiles, critical component of nuclear bomb and other defence related projects and succeeded. Hence that is why we have some successes but mostly work in progress for years.
DRDO needs private sector hand where credit is given to the inventor and not his boss, approval of an idea be speedily granted, monies appropriated more speedily.
Failure of an idea is part of the R&D work. Even if one out of five ideas suceed there will be a huge progress.
In the private sector defence research,……. greater exchange of scientists be encouraged between DRDO and other organizations. That will diversify the research and remove the roadblock of lethargic bureaucracy.
