Lean project management can be introduced in government entities as well. In fact, we need to do this, and not just in DRDO. The need for bureaucratic reforms should be evident to anyone in India. We cannot privatize the government now, can we? DRDO needs to be something along the lines of DARPA. It should be focused on technology creation for weapons, not platform creation. The private sector should then use this technology to develop products for the military. And the military should coordinate these activities and interactions. You cannot expect the DRDO to perform with the scientists handling the management.

Problem is, our private sector behemoths have not shown any stomach for serious research, except perhaps TATA.
Lean project management does not work in government entity.

I am seeing it first hand in my ongoing govt project, it does not work.

This appears to be the newest modified design of PDV Missile with a distinguishable Isosceles Trapezoid fins, (different from Right Trapezoid fins used in February, 2017 test). Moreover what I am hearing is, the PDV weighs only 1.6 tons and diameter of 0.5m, which means it has no relation with previous Prithvi based ballistic missiles or Anti-Ballistic missiles and fully cannisterisable.
Edit - Added the length of all its sections. It's only 5.9m! It's shorter than AAD itself!

A comparative pic is provided of Prithvi Missile, PDV and PDV Schematic

The Prithvi Missile (PM) is ofcourse ~9m in length. The PDV meanwhile looks much smaller and SLIMMER than PM itself.

Also, PM is being holded by arc-shaped holders, the PDV meanwhile have rectangular box like container.

Details of PDV Missile Schematic
Section 1A - 0.59m
Section 1B - 0.63m
Section 2 - 0.718
Section 3 - 0.585
Section 4 - 0.904
Section 5 - 0.381
Section 6 - 1.695
Section 7 - 0.430
--------------------------
Total Length - 5.93m
Diameter - 0.5m
Weight - 1.6 ton
--------------------------
AAD for instance have 7.3m length and 0.43m diameter dimensions. That doesn't means AAD is more capable. AAD is endo-atmosheric interceptor

It does look a little like PDV but what is the source for the diameter, height and weight?

Defence PSU Bharat Dynamics Ltd has filed draft papers with capital markets regulator Sebi to float an initial public offer.

This is the fourth PSU that has approached Sebi for IPO in less than one month. The other three are — Mishra Dhatu Nigam Ltd, RITES Ltd and Indian Renewable Energy Development Agency (IREDA).

Going by the draft papers, Bharat Dynamics's IPO will see sale of equity shares by the government and the public issue will help the company in achieving the benefits of listing.

Bharat Dynamics was established in 1970 and is a manufacturer of guided missiles and allied defence equipment.

The company's net worth stood at Rs 22.12 billion at the end of March 2017.

SBI Capital Markets, IDBI Capital Markets & Securities and Yes Securities will manage the company's public issue.

Earlier in April last year, the Cabinet had cleared the disinvestment of four PSUs, including Bharat Dynamics and Mishra Dhatu Nigam Ltd, under the defence ministry.

But your earlier pic said that section 2 was 0.718 meters. See:-
Please check again what I wrote, I only said about Diameter and weight, and not about length on previous message.
As for sections, I gave their length.

My bad. So then that means these missiles are slimmer than Brahmos, and Nirbhay as well. In fact, it is slimmer than even Barak-8 (with rocket booster). This should allow us to mount at least three missiles on one TEL (considering weight to be limiting factor). This is awesome.

Barak 8 have diameter of 0.225m, I don't think it's booster diameter is more than 0.4m. PDV is thicker and heavy.

They say its booster is 0.54m. Source: here
One question though: Its about quad packing of missiles. US quad packs ESSM in Mk 41 VLS, is it because the VLS allows hot launch and hence ESSM does not need a booster? Or is is the booster of ESSM small (~0.2m)?
If its true that hot-launch makes booster redundant, then will we also be able to quad pack Barak-8 if we develop such a VLS with hot-launch capability?

Edit: Now that I think about it, cold launch is made possible by gas generator in the launch canister itself, and the hot launch simply means that the missile engines ignite in the VLS itself pushing the missile out. So does that mean a booster is required for the missile in either case?

Edit 2: My main question is this: Can we somehow reduce diameter of booster of Barak-8 (even if it is at cost of the length of booster) to allow it be quad packed in a VLS of 0.7m diameter?
