When you have issued RFP and EOI to multiple vendors, then it would go through tender process. Then how on earth it could be under emergency procurement?

No point in purchasing just 100 swarm drones. The Army demostration in january 2020 showed 100 drones only as a proof of concept. There was talk of setting multiple regiments with 1000+ drones each.
Swarm technologies works only when it has got numbers. For a Paki AD site about 50 per site is enough to saturate the AD radar. Hence, the LOC/IB may require upwards of 1000 drones each considering Pakis have a minimum of 20 AD systems.
For countering China in Tibet we require much more than thousands. Also, tube launched versions fitted on a MBRL type set-up is needed. Chinks recently demonstrated this technologies themselves.

To acheive numbers, individual swarm drones need to as cheap as a Chinese drone sold in Alibaba, which is a few thousand rupees. Then only this concept will work.

That’s what I said above, the 100 figure doesn’t seem to be those of the ones they demonstrated, but something else.

What's the use of this missile, I mean in which role army will use it ?

DRDO has been working on PDE concept for a long time. If I am not wrong even before from SFDR. This missile propulsion has more implications in AAM role. But could be used as an alternative propulsion for ground based MRSAM or SRSAM.
