It is diffciult for the Pentagon to request an extra penny nowdays, let along the tens of billions and potentially hundreds of billions of dollars needed to implement a fail-safe anti ASBM system. US is caught in a dillemma, because unlike the soviet union china does not seek parity with america. Any investment china is putting in the purported ASBM is probably quite limited, say a few billion dollars. In line with China's nuk arsenal which has not expanded for decades, China only aims to achieve a minimum deterrence. But unfortunately for US any counter measure is bound to cost a lot more.
