I don't have to read, I know. I don't like US, but you're right: the enemy of my enemy... the Kremlin betrayed us and hit in the back. I can't stand Nuland and her bun, but alone Ukraine will not be able to resist such a large aggressor. The West is limited, only" a friendly Pat on the shoulder," but now, and this is important. Kiev swapping detained civilians for Ukrainian servicemen

The prisoner exchanges are taking place daily in eastern Ukraine in line with the September 5 ceasefire agreement signed during the #OSCE-mediated talks in Belarusian capital Minsk.

Lacking enough prisoners of war among self-defense militias to be exchanged for Ukrainian servicemen, Kiev is releasing mixed groups of civilians who have been taken hostage for various reasons, The New York Times has reported.

The prisoner exchanges are taking place daily in eastern Ukraine in line with the September 5 ceasefire agreement signed during the OSCE-mediated talks in Belarusian capital Minsk.

On Sunday, each side freed 28 captives, observing a principle of numerical parity.

However, if militias release people appearing to be actual prisoners of war captured during the fighting in eastern Ukraine, the Ukrainian side often frees civilians, including teenagers, according to the report, released on Wednesday.

"The Ukrainians, however, widely understood to be lacking enough prisoners of their own to effect a one-for-one exchange, set free a motley group of men, women and teenagers wearing tracksuits or dirty jeans, and taken, they said, from jails as far away as Kiev," the report says.

Many of them "were objecting to anybody who would listen there on the highway that they had never fought for" militias and in fact "had no idea how they ended up in a prisoner exchange in eastern Ukraine."

A dozen men freed in exchanges over the weekend by the Ukrainian Army "gave similar accounts."

Some people said they were arrested months ago in other parts of the country for such political actions "as joining protests calling for autonomy in eastern Ukraine or for distributing leaflets."

One of the freed detainees, Nikita Podikov, 17, said in an interview that he was arrested by Ukrainian soldiers in a town near the frontlines two weeks ago when they were retreating.

"I am a civilian and I was included just to fill out the numbers," Podikov said, adding that authorities accused him of belonging to a gang of "assassins working behind enemy lines" but never gave any proof.

"They arrested me, beat me for two days and then kept me for trading," he said, adding: "I never fought, I never killed anybody."

The devaluation of the Ruble and the Yevtushenkov affair have so saturated our mass media that it would seem desirable to stand aside and address a more substantial theme. Namely; under what conditions can the Ukraine know peace? Not just any 'peace' but a peace without wholesale disintegration of the country into petty fiefdoms, without a bloodstained dictatorship, without ethnic cleansing and without genocide. In order to answer this question, it is necessary, above all, to look at Kiev and Donetsk.

They should be part of one state. However the 10s of thousands killed and the open exhortations to genocide which have been issued by the dominant political forces in Kiev (for example: the phrase 'Russians, clear off back to Moscovy', which is directed at people who are not only currently inhabiting Lugansk and Donetsk but who have lived there for centuries, could be considered, formally from the point of view of international legal norms to fit the definition of genocide and, without doubt, that of ethnic cleansing) render such 'cohabitation' within the framework of a usual state simply impossible. The people of Donetsk and Lugansk (we include the Odessa massacre, even though it differs, in part from the others ) will never relinquish their right to justice against those who are guilty of the massacre of civilians and, similarly, the Kievan nationalists are unlikely to stop uttering phrases of the sort: ' We've barbecued that [Colorado Beetle] bitch.' or other such endearments.

In theory the only way that Kiev can go back to normal would be in the context of sustained economic growth. In that case it might be possible to brush the nationalist slogans back under the carpet and for everyone to benefit from the resultant financial in-flows, but here Kiev has fallen into a trap of its own making. It is a simple fact that economic growth is only possible in collaboration with Russia and the Eurasian Economic Union. There is simply no other option. There is not even any real perspective for the development of agriculture; one would just need look at the example of Bulgaria, where the climate is noticeably more clement than that in Ukraine. Ukraine finds it impossible to compete with Turkey. Once the European Union association agreement comes into force there will be no means of regulating the influx of Turkish agri-business and the only profitable way to engage in agriculture will be in a vegetable garden. It is sufficient to look at the example set in that neighbouring former Soviet state, Moldova.

Insofar as Kiev has adopted a radically anti-Russian model, the chances of growth in that country are precisely zero. The European Union has no money and judging by the way that the crisis is developing the prognosis is not positive, and even if we were to look, more optimistically, into the medium term at the global economic situation, the European Union is most likely to help out the Eastern European Countries and the Baltic States before it bails out Ukraine. Nothing personal, just business.

And this means that Kievan Nationalism is going nowhere. It has no choice as it will be impossible for it to maintain its grip on power otherwise. Moreover it has achieved some success insofar as the United States has enacted sanctions against Russia and coerced its allies in Europe and the wider world to do likewise. There is only one problem: For how long will they be willing to prosecute these sanctions for the sake of Ukraine? Kiev's issues will continue to mount, insofar as the only way that it can deal with the growth of democratic sentiment in the South East (it is clear that the struggle is for freedom and democracy, regardless of how discordant that sounds from the point of view of the contemporary Western mass media) is by the use of military force. It is far from certain that this particular problem can be resolved by military force.

In summary we can say that, judging by the development of negative economic trends, the intensity of internal confrontation in Kiev will constantly grow. In turn those wishing to live under their guardianship will become fewer and fewer. The cohesion of the Ukrainian state will melt like snow in the heat of the summer sun. As that happens the state will become more and more aggressive So we expect to see a contradiction in answer to the question that we posed. Is it possible to establish peace in the Ukraine?

I intentionally have not referred in general to Ukrainian nationalists, rather specifically to Kievan Nationalists. The fact is that Galician Nationalists and Kievan Nationalists are not the same. The latter always had significant sources of income (be it the budget of the USSR, Ukraine etc.), however the former have been forced to be much more pragmatic. Furthermore they have been unable to understand that they cannot hold Kiev. This is because any government in Kiev, in correspondence to their stability, will in the first instance, fall not upon the Russians in the Donbass, but rather upon the genuine committed nationalists. Today this is what Poroshenko is doing. This was clear earlier and I wrote about this earlier in the year.

Rather than being an idea (which moreover is distinctly un-appealing to the EU), Nationalism for Kiev is an instrument. There is no requirement for committed nationalists. The requirement is for cynics, who are happy to articulate nationalists' slogans in order to gain control over the budgetary and gas revenue flows. Thus, regarding the situation in recent months, committed nationalists(which for our purposes we shall name 'Right Sector') have come to look more and more seriously at breaking away from Kiev. Moreover, Kiev earlier distributed budgetary money to them (received from Donbass and other regions) and now there is no more budgetary money to distribute.

However Galicia by itself cannot breakaway from Kiev. Kiev, for whom the slogan ('for the unity of the Ukraine') has become totemic, will never agree to it. This means that, as well as the rebels in the Donbass, there is also appearing a new force, which is also interested in the collapse of the country. In this way, from the above, we can formulate the picture below of the future Ukraine.

Should the Rebels from the South-East reach an agreement with the Galician nationalists, then they will take power in Kiev. In that case, the insurgents, proponents of the former Soviet Union and the slogan 'friendship of the Peoples' will, through the creation of a multi-ethnic ethnic state, put an end to nationalism and re-establish peace in the Ukraine. Galicia, as it were, in gratitude for its assistance, would receive either independence, probably as part of a confederation or quite possibly full independence as a separate state. It is clearly difficult to imagine a state where in some schools they teach that Bandera is a fascist criminal and in others – that he is a hero. But that remaining part of the Ukraine will be a peaceful, unified state, entering, one would imagine the European Economic Area.

Should agreement not be reached and the insurgents not achieve victory (either by circumstance or by result of foreign intervention), then the intensifying confrontation in Kiev will inescapably lead to the break-up of the country into petty fiefdoms with a correspondingly low quality of life and norms of governance. At present we enumerate 5 of these; Novorossiya, Hetmanshina (Cossak, with Kiev as its capital), New Khazaria (under the control of the oligarch Kolomoiski) and Galicia. We also consider one more statelet, Transcarpathia which is likely to be dissected and integrated into neighbouring countries.

But nobody has said that the process of disintegration will stop there. Anyone who doubts it should read Bulgakov. The mentality of the people in the Ukraine has not significantly changed since then. It is difficult to even conceive how a normal man can live in these conditions.

If we believe that the best outcome is a united (that is relatively united, without either the Crimea or Galicia) Ukraine, a Ukraine which is peaceful and prosperous, it is essential that the insurgents take control of Kiev. Until this happens, the war will continue. Unfortunately, there is simply no way of stopping the war and preserving Ukraine until Kiev falls to the insurgents.

The recent cease-fire agreement in Ukraine offers an opening to achieve that objective. If Russia takes that path – a path that for stretches of the post-Cold War period resulted in prosperity for the Russian people – then we will lift our sanctions and welcome Russia's role in addressing common challenges. That's what the United States and Russia have been able to do in past years – from reducing our nuclear stockpiles to meet our obligations under the Nuclear Non-Proliferation Treaty, to cooperating to remove and destroy Syria's declared chemical weapons. And that's the kind of cooperation we are prepared to pursue again—if Russia changes course. (...)

One village here was shelled with something, which nobody can identify. All the people were vomiting and had terrible diarrhea. And no matter what they eat or drink – they would vomit. It took is 3-4 hours to stop the vomiting. Then we would pump 3-4 liters of medicine into them, and only then they would more or less come back to normal. Can you imagine that – we basically had to completely clean-wash their whole organism. This is what in fact happened to that village. There were at least 60-70 such people. And they included anyone from little babies to very old people with zero immunity..."

«Я исхожу из пессимистического сценария, то есть из холодной зимы, а она, похоже, такой и будет. Это в среднем увеличивает расход топлива на 5 млрд кубометров. Плюс мы не выходим на ожидаемые 10 млрд кубов газа по году за счет реверса, максимум на 5–6 млрд. Вот вам еще (минус) 5 млрд, — пояснил журналу «Вести. Репортер» глава набсовета «Киевэнерго» Иван Плачков. — Страна живет мнимым ощущением того, что все будет хорошо. Нужен тотальный аудит всех имеющихся энергоресурсов. Не только газа, угля и мазута, но также вторичных энергоресурсов, альтернативного топлива».

При этом Плачков считает, что переход ТЭС на альтернативные виды топлива не поможет. Уголь и мазут в дефиците, на украинских складах, по словам профильного министра, есть всего 1,7 млн тонн антрацита при норме в 3–3,5 млн тонн (всего год назад накопили целых 4,7 млн тонн). Австралийский и южноафриканский уголь слишком дорог из-за доставки по морю. Даже если удастся наладить поставки топлива из регионов, контролируемых ДНР и ЛНР, объемов будет недостаточно: из 95 госшахт Донбасса лишь 24 работают в нормальном режиме. «А 13 шахт полностью уничтожены, среди них есть такие, которые добывали более 1 млн тонн угля в год», — уточнил замминистра энергетики и углепрома Юрий Зюков. Кстати, вчера украинские предприятия подписали контракты о поставках 5,6 млн тонн импортного угля до конца года. Среди поставщиков — Россия.

Del Ponte cites testimonies of eight eyewitnesses, all of whom, independently from each other, said the same thing: that in the basement of a yellow house in village Ribe, a medical doctor — "an Albanian from [Kosovo-Metohija] town of Pech, with the prominently hooked nose" — extracted organs of fifty kidnapped men. "In the meantime, the eyewitnesses have vanished entirely", one of the former investigators told Spiegel. Weekly cites former investigators' doubts in the willingness of the witnesses to give any statements, since that would be a problem for the former KLA leaders, who are at present the highest ranking political officials in Kosovo province. Albanian town Kukes (red arrow) bordering Serbia, where the kidnapped Kosovo Serbs were first taken. Town Burrel, further to the south, near which the vital organs of the kidnapped Serbs were harvested, is also marked with the red arrow. "That is why they fear that every statement would be a certain death sentence for them," the investigator said. So the last hope that the light will be shed on these events is placed in the Council of Europe Special Investigator Dick Marty, who should investigate the case within two years, Spiegel says, noting the Swiss earlier probed CIA's illegal transfers and secret prisons in Europe.
At the End of the World
"Village near Burrel is called Ribe and this 'house of horrors' is not only at the end of the village, but also at the end of civilization", Spiegel writes, explaining that the road behind the house is blocked by the ingrown, unkempt thorny foliage and that the gorge below is being used as a garbage depot. Describing the conversation with 77-year-old owner of the "house of horrors" Abdul Katuchi, Spiegel quotes the old man saying how one day, in February 2004, while he was with the sheep up on a hill, armed policemen and foreigners came to his house, along with one Albanian prosecutor, how they turned everything upside-down, took even the cigarette buts with them, and spritzed the rooms with some liquid to find traces of blood. Katuchi complained that, because of this, members of his family, even with the small baby, had to spend two nights in cold. According to Katuchi, the UN investigative team was particularly interested in one basement room, where the concrete floor was painted black. They wanted to scrape and drill the floors, but he told them they can do that only under condition that they pay him for the damages. After that "the men and one woman" pulled back, Katuchi said, claiming that he learned only in April this year, when Carla Del Ponte's book was published, what were they looking for in his house. He told Spiegel reporters that, if he wasn't "so poor", he would "sue Del Ponte before the European Human Rights Court in Strasbourg".
Gaping Holes in Katuchis' Story
"So, everything is false? The organ trade is no more than part of the conspiracy theory from the Balkan pits? Most probably, not", Spiegel concludes, pointing to the gaping holes in the old man's story, attentively followed by his grandchildren, who were eagerly jumping in to help him put together half-decent explanations. One of the issues the old man couldn't explain was the question about the infusion bottles with muscle relaxants, bandages and syringes found by the investigators around his house.
"In these surroundings, without the appropriate medical care, it is entirely normal for people to inject themselves in the emergency," a 26-year-old Katuchi's granddaughter told Spiegel, which assessed such "explanation" hardly sounds convincing. Speaking about the blood traces found in their house, Katuchi's granddaughter said that "one woman gave birth there" and, "besides, during the Islamic holidays, that is where the cattle is being slayed". In the basement. They jump in to help their grandfather when it comes to the color of the house too: all of the eyewitnesses have described the house as yellow, but it is white now!! . Katuchis have a ready explanation up their sleeves for that as well. Although at first they kept claiming their house was "always white", the granddaughter eventually managed to "remember" it was painted over for one wedding, Spiegel writes, pointing out that the UN investigators did find the yellow paint underneath the top white coat back in 2004.

MOSCOW. (RIA Novosti political commentator Andrei Fedyashin) - Carla Del Ponte, former prosecutor of the International Criminal Tribunal for the Former Yugoslavia (ICTY), has exhausted the patience of the invariably calm Swiss Federal Department of Foreign Affairs, where she works.

She received a message ordering her to immediately return to her position as ambassador to Argentina, and banning her presence at the launch of her new book, "The Hunt: Me and War Criminals," which was scheduled for early April in Milan. "Any public presentation of this work is incompatible with the author's status of a Swiss ambassador...Carla Del Ponte's book...contains statements, which are unacceptable for a representative of the government of Switzerland," department spokesman Jean-Philippe Jeannerat said in a special statement to the press on April 8.

Any other diplomat would have been knocked out for a long time by this public reprimand, but not the Swiss Iron Lady. She calmly left Italy, and is supposed to have arrived in Argentina by now. Indeed, how does this pinprick compare with numerous awful nicknames that Del Ponte is bizarrely proud of? They were coined by all those she punished as a former Swiss Attorney General, and head of the ICTY (from 1999 to 2007). In her latter position, she was dubbed "New Gestapo," Italian Cosa Nostra called her "La Puttana," and Swiss bankers gave her the name of "Unguided Missile."

But Del Ponte does not find these labels insulting because they only show how good she is at her job. Her former Italian colleague Giovanni Falcone called her the "incarnation of stubbornness," but she was unabashed. She has a strange attitude toward these assessments, but it is enough to see her in flesh and blood once, and many questions will disappear.

Ponte's 416-page book about her work as the head of the ICTY was published in Italian by the Milan-based Fertinelli publishers, and has already been translated into English and French. For 20 euros, one can get an insight into the prosecutor's inner world. In general, her book is dry and would have been even drier if she had not had a co-author - New York Times reporter Chuck Sudetic.

In principle, Del Ponte has not revealed any secrets. Serbian refugees reported that Kosovo Albanians cut the organs out of live Serbs, and shipped them to the West as donor organs for transplantations. But Serbs were not supposed to be trusted in the 1990s. The prosecutor's voice sounds more convincing, but suggests the following question - why didn't she do anything in order to find the culprits and punish them?

Del Ponte claims that she could do nothing because it was next to impossible to collect evidence in Kosovo, which was swarming with criminals. Witnesses were intimidated, and even judges in The Hague were afraid of the Kosovo Albanians. She writes in her book that some of the tribunal's judges were afraid that Albanians would come deal with them.

Yelena Guskova, a leading expert on the Balkans and head of the Balkans Crisis Center at the Institute of Slavic Studies, Russian Academy of Sciences, is not the only one to find the tribunal a rather strange formation. She took part in its work during the trial of Serbian Gen. Stanislav Galic in 2003. This is what she said on the topic, "The tribunal was set up to justify NATO actions in Yugoslavia. Aggression was outlawed, but law was tantamount to punishing the 'guilty side,' which had been determined in advance. The tribunal's high-ranking members did not understand the gist of the process, but were juggling with the facts to accuse one of the sides. I had the impression that they were not competent enough. Some judges heard about the Balkans for the first time in The Hague. The tribunal's verdict, at least for the Serbs, was predetermined - all would be found guilty."

It is hardly surprising that Del Ponte was chosen to deal with Yugoslavia in order to kill the Serbian reputation. There was no room for the "Unguided Missile" in Switzerland by the late 1990s. This is only natural considering that this tiny woman has enormous ambitions. She has always been aggressive in reaching her goals, and has brought the execution of law to the point of absurdity - even her colleagues wondered how she could eliminate even the smallest margin for common sense and justice between law and reality.

Her career is filled with major cases, many of them political and bearing on scandals. Evil tongues say that Del Ponte could not conceal her delight in taking them over because they would give her a name. Some even insist that she was commissioned (Serbs had to be demonized), or passed biased verdicts (she does not conceal her dislike of Serbia and Russia), and that she was not the first fiddle in really serious cases.

Del Ponte inquired into the Mabetex case in the 1990s, when Boris Yeltsin and his two daughters were accused of accepting payments for their personal expenses from that company - supposedly, more than one million dollars was spent on this.

She also froze Swiss accounts of former Pakistani Prime Minister Benazir Bhutto. These cases would probably reveal interesting details if reviewed, but nobody wants to investigate them now.

Exclusive: Georgia Offers to Host Training Camp for Syrian Rebels

After significant public backlash, officials from the former Soviet Republic of Georgia denied a report on Tuesday that the country offered to host a center where the U.S. military could train Syrian rebels.

The offer, first reported by Foreign Policy, was made by Georgian officials to Defense Secretary Chuck Hagel during his visit to the country's capital of Tbilisi earlier this month, according to both U.S. and Georgian government officials. The Pentagon was considering the offer, however, after it became public on Tuesday and raised alarm bells about potential security issues for the small Caucasian nation, Georgian officials began to downplay, or in some cases, deny they ever offered.

"I categorically rule out any military participation or training base in Georgia. We have not discussed it and our American partners know it," Georgian Foreign Minister Maia Panjikidze reportedly told reporters in New York. Georgia's State Security and Crisis Management Council, an interagency body, stated that it was "not true" that the nation was planning on operating such a training camp, which could potentially put it in the crosshairs of the Islamic State and other militant groups.

Separately, Georgia's Defense Ministry did not deny the existence of the offer, and issued a statement saying it "is considering the ways how to contribute to the goals of anti-ISIS coalition in fight against terrorism."
