Your analysis is bad. Such removable rails are on many yachts. Here is another view of Graceful yacht:

See how wide the rear bridge is? And how narrow it is in the photo with Putin. Almost the width of his step.
And on the yacht with Putin there are no such things that are highlighted in red:
