An armed man who seized the Ukrposhta post office near the Kyivska metro station in Kharkiv on Saturday has taken hostage nine adults and two children, the head of the National Police's main office in Kharkiv region, Oleh Bekh, has told Interfax-Ukraine.

Bekh also said that road traffic near the scene of the incident had been closed.
Earlier reports said that a masked gunman entered the post office near the Kyivska metro station in Kharkiv on Saturday afternoon and barricaded himself there.

The General Staff of the Armed Forces of Ukraine summed up the results of the measures taken in 2017 to increase survivability and explosive fire safety of arsenals, bases and warehouses. In the event, under the leadership of the First Deputy Chief of the General Staff of the Armed Forces of Ukraine, Colonel-General Igor Kolesnik, the heads of the relevant structural divisions of the General Staff and the military command of the Armed Forces of Ukraine, commanders of the specialized military units took part.
"Ensuring reliable protection and defense of arsenals, bases and warehouses, increasing their security is and remains one of the main tasks of the Armed Forces of Ukraine," said Colonel-General Igor Kolesnik. - Complex solution of this problem requires attracting and rational use of all available forces and means.
During 2017, as noted by the meeting participants, a significant amount of work was carried out at the bases, warehouses and arsenals to increase the fire and explosion safety, strengthening the protection and defense of these facilities. In particular, two new protected storage facilities were constructed and 89 restored, more than 40 kilometers of perimeter fencing were reconstructed and equipped with modern engineering security equipment, over 20,000 units of ammunition containers were manufactured, anti-aircraft systems were installed, surveillance and warning systems were improved, special equipment was purchased and other.

Employees of the Main Directorate of the National Police of Ukraine exposed more than 300 militants of illegal armed formations in 2017, most of whom were detained.
"Of these, 240 were detained, 61 were identified and put on a wanted list," reads the press release of the Main Department of the National Police of Donetsk region released on Tuesday.
Last week alone policemen of Donetsk region announced suspicions of creating illegal armed formations or participation in their activities (Part 2, Article 260 of the Criminal Code of Ukraine) to ten militants.
"Most of them were found in the liberated cities of Slovyansk, Kostiantynivka, Bakhmut, Toretske. And two, the residents of the occupied Donetsk and Makiyivka, were detained during the check at the checkpoint while trying to cross the contact line," the department noted.
The detainees include the tank commander of the "DPR army", a representative of the "Cossack" gang, and an accomplice of terrorists who took part in the seizure of enterprises in Bakhmut.
"Thanks to the evidence collected by police, all of them will soon be brought to trial for participation in illegal armed groups and assisting in the occupation of the region... All ten of the militants have been declared suspicious under Part 2 of Article 260 of the Criminal Code of Ukraine. The article provides for the punishment in the form of imprisonment for up to eight years," the information reads.

Illegal armed groups have carried out six attacks on positions of the Anti-Terrorist operation (ATO) forces on Wednesday, two soldiers have been slightly injured, the press center of the ATO headquarters has reported.
"The Russian-occupation troops continue firing on the positions of the ATO forces and disrupt the agreements of the Trilateral Contact Group on the ceasefire regime during the New Year and Christmas holidays. Over the past day, all enemy fire activity was recorded in the Donetsk sector," the ATO staff said in its report on Facebook on Wednesday morning.
The militants violated the cease fire regime with large-caliber machine guns and small arms near Avdiyivka. In the area of Verkhniotoretske, militants used 82-mm mortars and infantry weapons against Ukrainian soldiers. In the Mariupol sector, the invaders also fired on the Ukrainian defenders on the approaches to Hnutove with 82-mm mortars, arms of infantry fighting vehicles, grenade launchers, machine guns and small arms.

Some 31,000 successful tenders to procure medicines in the ProZorro e-procurement system were held in 2017, including 18,000 tenders using the competition procedure.
The press service of the ProZorro state-owned enterprise told Interfax-Ukraine that saving of funds during procurement of medicines in 2017 reached UAH 520 million.
ProZorro said that types of violation in the sphere of public procurement did not change a lot since the times of tenders held in paper, but in contrast to tenders in paper held behind closed doors, now all the procurement is carried out online and all attempts to steal are available for monitoring.
"In fact, it is very difficult to steal so that no one will notice it. However, the fact that we saw the manipulation in tenders, found out that a customer buys at higher price than the market price [previously remained in drawers and envelopes] does not yet mean that the customer will be punished and dismissed," the state-owned enterprise said.
Every day, up to 3,000-4,000 procurement tenders of various types are announced in the ProZorro system.
"The ProZorro system coped with the task, namely, it allowed holding a tender and gave everyone, including supervisory authorities, access to data on a specific procurement, but our authorities do not extend further. We do not have influence on those who should monitor the activities of customers, conduct investigation and punish the guilty persons.
