Serbia must be fearing attack. Wondered by whom? NATO wouldn't need to attack. Serbia is a tiny land locked nation surrounded by NATO. If Serbia was considered an enemy wouldn't NATO or the EU just close airspace to flights of certain nations and nobody could get to Serbia? They could block fuel and all land based shipments too. A siege is easier than fighting.
