It was not. This decision of ordering 250+ came only post extensive trial of those 50 LSP. I mentioned it earlier too that order would come only after extensive flight and fire trial of the 50 LSPs.

I see that the deal is 'cleared' by defence ministry. How many stages left before it actually gets signed?

I mean it generally passes through DAC, IAF, ministry, Russians, chaiwala, doodhwala etc etc.. I see 'cleared', 'approved', 'greenlighted' in news... Does anyone here has insight as to how many jumps left before it gets 'signed' ?

Depends upon the size of the deal. If the deal runs into billions, like the Tejas, the deal further needs to be cleared by CCS. But for astra now only the deal needs to be signed by the manufacturer.
